About The Position

Under the direction of the Manager, Land Management, leads and oversees the Company's land management and right-of-way functions in Texas and New Mexico, including the acquisition, management, protection, and disposition of real property and property rights supporting generation, transmission, substation, distribution, energy storage, and other Company facilities. Oversees land acquisition, easements, rights-of-way, leases, licenses, permits, title, appraisal, survey, due diligence, and negotiations; manages employees, consultants, and contracted resources; and collaborates with internal departments, governmental agencies, landowners, and other stakeholders to secure and maintain land rights. Ensures property and right-of-way activities are executed safely, efficiently, and in compliance with applicable regulations while supporting project schedules, budgets, operational requirements, and Company objectives.

Requirements

  • Bachelor's degree from an accredited college or university in Engineering, Business Administration, Real Estate, Finance, Accounting, or a related field; or an equivalent combination of education, training, and relevant professional experience.
  • Five (5) years of progressively responsible professional experience in a combination of land management, right-of-way, real estate, engineering, operations, or related functions.
  • Demonstrated experience in land acquisition or right-of-way activities.
  • Progressively responsible leadership or supervisory responsibilities.
  • Demonstrated experience coordinating land acquisition and right-of-way activities in support of utility, infrastructure, engineering, construction, or other capital projects.
  • Demonstrated knowledge of real property appraisal principles and negotiation methods associated with the acquisition of real property and property rights, including easements, rights-of-way, options, licenses, permits, and leases.
  • Working knowledge of eminent domain and condemnation processes and the ability to coordinate with legal counsel and other professionals on matters involving property acquisition and property rights.
  • Demonstrated ability to review, interpret, and apply engineering drawings, maps, surveys, title information, legal descriptions, GIS data, and other technical documentation associated with land acquisition and utility infrastructure projects.
  • Strong analytical and problem-solving skills with the ability to evaluate complex land, title, valuation, technical, and operational issues and develop sound recommendations.
  • Ability to effectively represent the Company in negotiations, public meetings, hearings, and other proceedings involving land and right-of-way matters.
  • Proficiency in Microsoft Office applications and experience using GIS, mapping, land management, document management, and other software applications supporting real estate, right-of-way, and utility operations.
  • Demonstrated ability to exercise discretion and maintain confidentiality when handling sensitive, proprietary, or privileged information.
  • Demonstrated ability to lead, direct, coordinate, and supervise employees and contracted personnel, including assigning work, establishing priorities, monitoring performance, and ensuring achievement of departmental and project objectives.
  • Demonstrated ability to establish and maintain effective working relationships with Company leadership, employees, governmental agencies, landowners, consultants, contractors, attorneys, other utilities, and members of the public.
  • Demonstrated experience managing budgets and controlling costs associated with departmental operations, projects, land acquisitions, consultants, and contractors.
  • Must possess a valid driver's license and maintain eligibility under the El Paso Electric Company Driving Policy.
  • Ability to work irregular and/or additional hours as business and operational needs require.

Responsibilities

  • Leads and supervises Land Management employees and contracted resources responsible for the acquisition, management, protection, and disposition of Company land and property rights.
  • Establishes departmental priorities, assigns and monitors work, evaluates staffing and resource needs, and manages consultant and contractor resources to support departmental and project objectives.
  • Oversees land acquisition and right-of-way activities required to support generation, transmission, substation, distribution, energy storage, operational, and other Company facilities.
  • Reviews and interprets deeds, easements, rights-of-way, leases, licenses, title information, surveys, plats, legal descriptions, engineering drawings, and other documents to determine existing property rights, restrictions, and land requirements.
  • Directs and oversees due diligence, title, appraisal, survey, environmental, and other land-related activities necessary to evaluate and acquire real property and property rights.
  • Oversees the acquisition of property rights necessary for the construction, operation, maintenance, relocation, and expansion of Company facilities, ensuring land rights are secured in alignment with project schedules.
  • Leads and oversees negotiations for the acquisition, modification, release, lease, or disposition of Company property and property rights, including easements, rights-of-way, fee-owned property, licenses, permits, options, and other agreements.
  • Collaborates with Engineering, Legal, Environmental, Operations, Finance, Supply Chain, project teams, and other stakeholders to identify land requirements, resolve property issues, and support project execution.
  • Serves as a Company representative on complex land and right-of-way matters involving landowners, regulatory agencies, municipalities, utilities, consultants, attorneys, developers, customers, and other external stakeholders.
  • Leads the resolution of encroachments, access issues, title matters, conflicting property rights, landowner concerns, claims, and other complex land and right-of-way issues.
  • Coordinates with the Company’s Legal Department and outside counsel on property transactions, eminent domain and condemnation matters, disputes, agreements, and other legal issues affecting Company property and property rights.
  • Represents the Company in negotiations, public meetings, hearings, regulatory proceedings, and other forums involving land and right-of-way matters and may provide testimony or subject matter expertise as required.
  • Develops and administers the department’s annual budget; monitors expenditures, consultant and contractor costs, invoices, and other financial activities to ensure appropriate financial controls and alignment with approved budgets.
  • Oversees the accuracy, integrity, and maintenance of land records, agreements, databases, GIS data, and other documentation associated with Company property and property rights.
  • Evaluates current and future land needs and oversees the acquisition, utilization, leasing, management, and disposition of property to support operational requirements and Company objectives.
  • Develops and continuously improves Land Management processes, procedures, systems, and controls to enhance efficiency, consistency, data quality, and project delivery.
  • Maintains current knowledge of applicable laws, regulations, industry practices, and emerging issues affecting land management, real estate, right-of-way, property acquisition, and utility infrastructure.
  • Ensures compliance with applicable Company policies, procedures, ethical standards, safety requirements, environmental requirements, and federal, state, and local laws and regulations applicable to areas of responsibility.
  • Performs other related duties and assumes additional responsibilities within the scope of the position as business and operational needs require.
