About The Position

The Supervisor – Janitorial provides effective frontline leadership for custodial operations on the INSCOM contract at Fort Belvoir across approximately 635,000 square feet in four buildings, including controlled-access and classified environments. The Supervisor leads assigned personnel, monitors work execution, conducts inspections, ensures compliance with schedules and frequencies, provides hands-on training, and implements immediate corrective action to maintain clean, safe, sanitary, and mission-ready facilities. This role supports both day and evening operational windows and may be assigned periodic weekend project oversight as needed. The Supervisor must obtain and maintain all required site access credentials and an active TS/SCI security clearance. The role operates within ServiceSource’s standardized FY27 Custodial Operating Plan, including alignment to the QC SOP, Training SOP, hands-on competency validation model, and applicable ISSA/CMI, BSCAI, and CIMS-GB-informed operational practices.

Requirements

  • High school diploma or General Education Development (GED) required
  • Active TS/SCI security clearance required
  • Ability to meet all applicable access, badging, SCIF, OPSEC, and NISPOM-related requirements.
  • Two (2) years of custodial, janitorial, facilities, or housekeeping experience required
  • Knowledge of custodial operations, schedules/frequencies, supplies, equipment, and quality expectations for occupied facilities.
  • Working knowledge of inspection and corrective action practices, including the ability to identify root issues and drive timely resolution.
  • Demonstrated ability to ensure high service quality, maintain safety standards, customer responsiveness, and accountability.
  • Strong written and verbal communication skills, including the ability to document issues and communicate effectively with employees and management.
  • Demonstrated ability to coach, motivate, and develop teams and reinforce standards consistently.
  • Ability to plan and organize work, solve problems objectively, and perform effectively under pressure and deadlines.

Responsibilities

  • Direct and oversee daily custodial operations for assigned buildings, shifts, and employees in accordance with contract requirements, building schedules, and customer expectations.
  • Assign work, monitor attendance and coverage, and ensure staffing is deployed to support routine, periodic, and surge requirements without disruption to mission operations.
  • Conduct routine quality inspections of completed work; identify deficiencies; implement and document immediate corrective actions; and verify closure of issues.
  • Provide hands-on task training, coaching, and reinforcement on custodial methods, safety practices, customer service expectations, and security compliance.
  • Monitor restroom servicing, critical-area logs, supply replenishment, janitor closet conditions, and equipment readiness within the assigned area of responsibility.
  • Support floor care and project work coordination, including use of safety controls, access planning, and communication to minimize disruption in occupied facilities.
  • Escalate operational, staffing, access, quality, or safety issues to the Program Manager/Alternate Program Manager as needed and support mitigation actions.
  • Implement and reinforce the ServiceSource QC SOP, Training SOP, and standardized observation/checklist tools applicable to the contract, and ensure role-appropriate use of CompuClean/CleanCheck documentation and trend data.
  • Ensure employees receive hands-on task training using visual aids, equipment guides, and chemical charts, with supervisory observation, competency validation, and refresher training assigned based on deficiencies, audit findings, and operational changes.
  • Promote compliance with all site access, escort, badge, OPSEC, SCIF, and classified environment requirements.
  • Support contract reporting and documentation, including inspections, deficiencies, corrective actions, training completion, and other supervisory records as assigned.
  • Coordinate with management regarding employee performance, onboarding, schedule adjustments, absences, and return-to-work or accommodation needs as applicable.
  • Maintain accountability for equipment, keys, supplies, carts, and designated storage areas used by assigned staff.
  • Provide professional, responsive customer service and help maintain transparent communication with contract leadership regarding customer concerns or trends.
  • Support zero-fail adoption expectations for the QC SOP and Training SOP and maintain audit-ready records demonstrating implementation, competency validation, and corrective action follow-through.
  • Use available inspection, training, and productivity information to identify repeat deficiencies, reinforce standards, and support continuous improvement across the operation.
  • Comply with corporate, operational, and site-specific custodial policies, procedures, and SOPs, including BBP, CleanCheck/CompuClean systems and standards, the QC Plan, QC SOP training, and applicable safety procedures.
  • Responsible for validating frontline competency through supervisory observation and checklist sign-off and for assigning refresher training based on observed gaps, repeat deficiencies, new equipment/chemicals, or audit findings.
