About The Position

The Engineering Audit Bureau is seeking an experienced and detail-oriented Supervisor of Contract Audit to join their team. This position is primarily responsible for supervising, guiding, and reviewing the audit work performed by Contract Auditors regarding contract payments, particularly Time and Materials (T&M) and Pavement Markings Contracts. The role ensures accuracy, completeness, and adherence to contractual requirements, Comptroller’s Directives, audit standards, timelines, and the Contract Administration Manual (MURK). The ideal candidate will also conduct preliminary discussions of audit results, including proposed cost disallowances, questioned costs, and compliance issues with the Bridges project team. Additionally, the position involves assisting the Director of Contract Audit in reviewing cost proposals for new construction projects and change orders, preparing and submitting monthly status reports, and assessing the adequacy and effectiveness of internal controls and compliance with relevant regulatory guidelines, including the Procurement Policy Board (PPB) Rules. The role requires a strong background in construction auditing, particularly in reviewing and evaluating labor charges, equipment usage, material consumption, and other construction-related services. The ideal candidate is also tasked to review and analyze large datasets to identify cost anomalies, unsupported charges, and potential overbillings.

Requirements

  • Must be permanently serving in the Management Auditor title, or be reachable on the Civil Service list.
  • A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in auditing, accounting, finance, economics, statistics, law, quantitative or qualitative research methodology, mathematics, data science, management, public or business administration, computer science/information technology, or a related field.
  • One year of full-time satisfactory experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), financial auditing, internal auditing, and/or information technology (IT) auditing; OR a valid Certified Public Accountant license issued by the New York State Education Department; OR a valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA).
  • For placement in Assignment Level II, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in performance auditing according to Generally Accepted Government Auditing Standards (GAGAS), internal auditing, financial auditing, and/or information technology (IT) auditing.

Responsibilities

  • Assessing the adequacy and effectiveness of internal controls and verifying compliance with relevant regulatory guidelines, including the Procurement Policy Board (PPB) Rules.
