About The Position

The Supervisor – Area Recreation oversees the operations of multiple community recreation facilities, including all support staff, volunteers, contracted labor, independent contractors, maintenance, support groups and civic organizations. This position is responsible for the financial management of the facilities, including achievement of Business Plan Goals, communication at all levels within the organization, media, all levels of management and the diverse population within the community service area.

Requirements

Knowledge of City policies, rules and regulations governing the conduct and safety of persons using municipal recreation facilities, programs and equipment.
Knowledge of human relations and supervision necessary to function as a first or second level supervisor.
Knowledge of department and organization safety rules and precautions/occupational hazards.
Knowledge of principles, practices, philosophy and objectives of public recreation programs and services.
Knowledge of effective program planning development, administration and evaluation.
Knowledge of marketing, advertising and promotion practices.
Knowledge general customer services practices.
Ability to plan, assign, train, direct and evaluate administrative, technical/trade or professional employees.
Ability to maintain accurate financial and personnel records.
Ability to research, organize data and analysis methods.
Ability to supervise, train and evaluate staff performance.
Ability to communicate effectively, both verbally and in writing.
Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees, and the general public.
Four (4) plus years of experience in recreation programs and two (2) years in a supervisory or lead capacity.
Valid Driver's License

Responsibilities

Develops and implements long range plans, programs, and schedules; and determines goals and objectives for multiple facilities and staff under direct supervision.
Prepares and manages the annual operating expenditure budget for multiple organizations.
Recommends recreation specific programming techniques, procedures, materials, and equipment; trains and instructs subordinates, volunteers, contract instructors and participants concerning policies, procedures, and programs.
Develops and maintains cost-effective and revenue / participation generating recreation programs and services that meet the needs of the community and are in compliance with all laws, policies, regulations, goals and safety standards.
Assess trends in the community for new programs and services. Evaluates programs and events for effectiveness and participation levels, assists in the development of new programs, and recommends program changes; tracks services provided; monitors results and generates operational/program reports as needed.
Compiles statistical data and prepares reports on attendance, facility use, budgeted expenditures and ensures the proper maintenance of all program files and records.
Plans, designs, and coordinates the production of marketing tools such as brochures and fliers; prepares press releases and news articles for local media.
Pursues additional resources for programs through grant applications, solicitation of donations and other alternative funding processes.
Develops a needs list for volunteers and other support groups.
Coordinates safety inspections and maintenance of facilities and grounds; Ensures the safety, security, cleanliness, and order of recreation facilities; assesses problems and implements appropriate solutions.
Implements strategies focused on generating increased participation from the community.
Responds to citizen complaints and requests for information relative to District recreation programs and services and related policies, procedures, schedules, and fees and independently resolves customer complaints and issues.
Determines use of contractors and manages contract administration.
Works cooperatively with other recreation supervisors to plan and integrate complete recreation program.
Meets with external organizations and community groups to explain and promote District recreation programs and services; and facilitates discussion to coordinate and cooperate with school officials and community groups relative to program offerings and coordination of services.
Participate and serve as chairperson on city-wide committees.
Ensures full implementation and maintenance of the Class registration system.
Implements department operating policies and procedures and monitor for compliance.
Performs any and all other work as needed or assigned.
