About The Position

This is supervisory professional engineering work in water resource, environmental, civil, hydraulic, agricultural, and other related fields of engineering. The role involves reviewing and signing off on technical documents, managing workload, and resolving complex projects. It also includes reviewing engineering aspects of Environmental Resource Permits (ERPs), Sovereign Submerged Lands (SSL), and Consumptive Use Permits (CUPs), ensuring compliance with District criteria for water quality and flood protection. Additionally, the position handles compliance and enforcement projects, conducts site inspections, evaluates monitoring reports, and facilitates resolutions to non-compliance issues.

Requirements

  • A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering
  • Registration with the State of Florida as a Professional Engineer
  • One year of subsequent experience directly related to the field in which the position is assigned.
  • State of Florida Professional Engineer license.
  • Valid State of Florida Driver’s License.

Nice To Haves

  • At least one year of experience leading a project team, coordinating activities of a workgroup, or serving as a team lead is desired.
  • A master's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering can substitute for the required non-supervisory experience.

Responsibilities

  • Hires, trains, supervises, evaluates performance, and provides technical assistance and direction to subordinate staff.
  • Reviews and signs off on technical documents.
  • Meets and communicates with staff regularly to ensure consistency and alignment with rules and Division procedures.
  • Monitors, manages, and balances the overall workload with other supervising professional engineers.
  • Facilitates the resolution of elevated projects and keeps leadership updated on projects of heightened concern.
  • Participates in and supports the Division’s performance goals and mission.
  • Reviews the engineering portion of the larger and/or more complex applications for Environmental Resource Permits (ERPs) and Sovereign Submerged Lands (SSL).
  • Assists, as needed, in the review of Consumptive Use Permits (CUPs).
  • Reviews construction plans/drawings, calculations, data, legal documents, and hydrologic modeling to determine if projects meet District criteria for water quality and flood protection.
  • Prepares technical staff reports and letters.
  • Conducts pre-application meetings.
  • Coordinates the review of projects with other review teams.
  • Documents project actions, activities, and pertinent information in e-Reg.
  • Communicates regularly with appropriate leadership on projects of heightened concern.
  • Reviews the engineering portion of the larger and/or more complex compliance and enforcement projects, to evaluate conformance with District rules and issued permits.
  • Conducts periodic site inspections during and upon completion of project construction/implementation to monitor system conditions.
  • Evaluates compliance submittals.
  • Reviews and evaluates monitoring reports.
  • Responds to complaints and public information requests.
  • Facilitates resolutions to non-compliance issues.
  • Performs permit determinations.
  • Writes technical reports and enforcement actions.
  • Reviews legal documents and coordinates with legal staff.
  • Documents compliance actions, activities and pertinent information in e-Reg.
  • Communicates regularly with appropriate leadership on compliance matters of heightened concern.
