About The Position

The incumbent will be assigned to the Housing Authority Division of the County of Riverside (HACR) and oversee services aimed at expanding upward mobility opportunities for clients by implementing a Housing Choice Voucher (HCV) Homeownership Program. This initiative allows qualified Housing Choice Voucher (HCV) participants to transition from rental assistance to homeownership by applying their monthly subsidy toward a mortgage. The HCV program provides essential rental stability, homeownership is the primary vehicle for generational wealth building and long-term self-sufficiency. The incumbent would assist clients with navigating the intersection of federal HUD regulations, private lending, and social services. The Supervising Development Specialist will be responsible for, but not limited to: designing the program’s framework, including eligibility criteria, local preferences, and long-term goals tailored to the Riverside County market; drafting the necessary updates to the Homeownership Administrative Plan and ensuring all HUD requirements for Section 8 HCV homeownership are met; recruiting and vetting mortgage lenders, home inspection services, and nonprofit credit counseling agencies; attending community information meetings and may include visiting clients at their place of residence; overseeing the intake process, conducting orientations, managing the transition from rental to homeownership vouchers, and providing post-purchase support to prevent foreclosure. Qualified applicants must have strong knowledge of mortgage voucher and lending programs, working experience with mortgage lending and leasing, First-time Home Buyers process and assistance, and supervisory experience overseeing administrative staff. The most competitive candidates will have experience with Yardi-Voyager Suite, strong knowledge of contract writing, knowledge of regulation and compliance guidelines for state, and federal HUD grants and programs, experience with appraisals and home ownership processes, and negotiation experience with residential leases. Meet the Team! The Housing Authority Division is responsible for administering the county’s federally funded Housing Choice Voucher Program (Section 8), which includes both tenant-based vouchers and project-based vouchers, Moderate Rehabilitation Program, and Veteran Affairs Supportive Housing Program, and is also the housing successor to the former Redevelopment Agencies for the County of Riverside and City of Coachella. The purpose of these programs is to combat homelessness, provide decent and safe housing, expand the supply of affordable housing, increase homeownership opportunities for low-moderate income households and to oversee the wind down of the Former Redevelopment Agencies for the County of Riverside and City of Coachella.

Requirements

  • Two years as a Development Specialist III with the County of Riverside with at least one year in a lead capacity.
  • Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or Facilities Management Department.
  • Four years of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or the Facilities Management Department, with at least two years in a lead or supervisory capacity.
  • Knowledge of: Principles of public administration and personnel management; techniques of administrative and budgetary analysis; federal regulations for the Community Development Block Grant Program and housing programs; the purpose and structure of public job training programs; local employment practices, conditions and needs; community resources and the training and educational services being provided; vocational and employment counseling techniques; qualifications necessary to fill jobs in various employment sectors; laws and regulations governing the funding and operations of publicly funded training programs.
  • Ability to: Research, compile and analyze economic, industrial, housing and community development, or job training information, and recommend effective courses of action; organize factual materials and perform research and analysis in developing reports and promotional literature; write grant proposals; provide technical assistance and consultation service to government organizations and community agencies and groups; monitor program operators' compliance with contracts; establish and maintain effective relations with business representatives, civic groups, the general public, and co-workers; exercise tact and discretion in communicating material of a sensitive nature.
  • Possession of a valid California Driver's License is required.

  • Additional professional, technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or the Facilities Management Department may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of the required education.
  • A master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or Facilities Management Department may substitute for one year of the non-lead/supervisory required experience.
  • Experience with Yardi-Voyager Suite

Responsibilities

  • Provide full scope supervision over a professional unit of staff who perform technical and analytical program/project related work activities based on department assignment or plan; organize and direct workforce development, economic development, housing, or community development projects to ensure adequate program/project management functional support of large-scale projects and/or key program initiatives.
  • Determine financial impact and monitor budget of projects; provide recommendations regarding projects to be funded and present justification to administration.
  • Maintain working relationships with federal, state and local agencies, County departments, community groups, and private-sector businesses and developers.
  • Maintain program linkages with training institutions, employers and community service agencies.
  • Compile and compare project statistical data with established program goals.
  • Negotiate, administer and monitor contracts and agreements; supervise Development Specialist staff with regards to specific projects or job training activities by prescribing procedures and methods, scheduling and assigning tasks, monitoring progress, reviewing results, and being responsible for completion of tasks and the evaluation of work performance.
  • Provide technical advice to businesses, developers, employers, County departments, and staff.
