About The Position

Under direction, the Supervising Appraiser II plans, supervises, and reviews the work of staff appraising residential, rural, commercial, and industrial properties, and completes appraisals of the most complex properties. The position has overall responsibility for residential and commercial appraisal units. It supervises Appraiser I, II, and III staff, may supervise clerical staff, and may oversee Supervising Appraiser I staff. The role differs from Principal Appraiser, which is responsible for the entire real property appraisal section rather than an individual unit or team. The Assessor’s Office identifies taxable-property ownership, determines property taxability and re-appraisability, assesses real and personal property, applies legal exemptions, and provides an accurate assessment roll to the Auditor’s Office. Its mission is to provide timely and accurate appraisal services and fair, equitable treatment for Alameda County taxpayers. Services are performed under applicable state constitutional and statutory requirements and State Board of Equalization guidelines. Applicants must be current Alameda County employees who meet the stated service and qualification requirements. The selection process includes a review of minimum qualifications and an oral examination, which may include situational exercises and is weighted as 100% of the final examination score. Employees are designated Disaster Service Workers and may be required to report to work during an emergency.

Requirements

  • Must be a current Alameda County employee and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by the filing deadline; provisional, TAP, and STEP-UP appointments do not qualify.
  • Meet one of the following experience pathways: two years of full-time equivalent experience as an Appraiser III in Alameda County classified service; or one year as a Supervising Appraiser I or equivalent/higher Alameda County classified-service classification; or a bachelor’s degree plus three years of increasingly responsible paid real-property appraisal experience, including two years appraising commercial and industrial properties and at least one year supervising personnel engaged in real-property appraisal for ad valorem tax assessment.
  • Under the education-and-experience pathway, meet eligibility requirements for a temporary appraiser’s certificate from the State Board of Equalization upon hire and obtain a permanent certificate within one year of appointment. Failure to obtain it may result in termination.
  • After receiving the permanent certificate, complete 24 hours of Board-approved training annually to retain it.
  • Possess a valid California Motor Vehicle Operator’s license.
  • Knowledge of appraisal principles, methods, procedures, and terminology; replacement or reproduction cost estimation; relevant real-estate law, constitutional and statutory provisions, administrative rules, and Assessor’s Handbooks; property values and economic trends; basic computer use; personnel supervision and training; and the income, market-sales, and cost approaches to value.
  • Ability to analyze appraisal data and economic factors; apply and explain tax laws and assessment procedures; communicate clearly with a diverse community; prepare accurate reports and documents; manage subordinate workloads; train, coach, and evaluate staff; maintain effective working relationships; use computers to research and process information; and prioritize assignments to meet deadlines.
