About The Position

This employee supervises, assigns, reviews, and participates in the work of staff responsible for assigned accounting and financial information services. Employee ensures work quality and adherence to generally accepted accounting principles and procedures (GAAP) for governmental Financial Reporting. Employee will perform the more technical and complex tasks relative to assigned area of responsibility, which may include preparing and/or auditing governmental GAAP financial statements. Perform related duties as required. This position is responsible for the work productivity and supervising the accounting staff in A&A responsible for Capital Improvement Program, HUD grants, arbitrage, payables, contracts, and receivables. The supervising accountant oversees the encumbrance and disbursements sections. They also review monthly reports and reconciliations, assist with budget adjustments, journal voucher entries, month end closings, serves as support staff to the Division Manager and Finance Manager, and provides additional assistance to CFS users.

Requirements

  • Bachelor's degree in Accounting or Finance from an accredited university OR a bachelor's degree in a related discipline with a concentration in accounting (must have successfully completed six accounting classes at an accredited university in principles of accounting, intermediate accounting, or related accounting disciplines such as auditing or tax).
  • Five years of experience in accounting or financial analysis.
  • Intermediate level with Excel.
  • Excellent communicator and team builder.
  • A valid Driver's License may be required in some positions.
  • Positions in the Accounts and Audits Financial Reporting Division may require experience in preparing and/or auditing governmental GAAP financial statements.

Nice To Haves

  • A master's degree in Accounting is preferred.
  • Certification as a CPA (Certified Public Accountant) is preferred.
  • Certification as a CPA (Certified Public Accountant) is required by some City departments.

Responsibilities

  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned accounting, auditing, and financial information services.
  • Establishes schedules and methods for providing assigned services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
  • Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
  • Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements City and departmental human resources policies and procedures.
  • Participates in the preparation and administration of assigned program budgets; submits budget recommendations; monitors expenditures.
  • Prepares analytical and statistical reports on operations and activities; reviews, analyzes, and approves financial documents, controls, financial statements, and reports; prepares a variety of financial reports as assigned; makes presentations of financial information to groups as assigned.
  • Serves as liaison for the assigned department or division with other city departments/divisions and outside agencies.
  • Creates and maintains accounting systems as required to comply with policies, procedures, and guidelines of various governmental agencies.
  • Stays abreast of new trends and innovations in accounting and financial management, as well as in assigned area of responsibility (benefits, income tax, finance, etc.).
  • Assists those contacted in the course of duty in an effective, efficient, and professional manner.
