About The Position

The Hillsboro R-III School District is seeking a Superintendent. This position is responsible for supervising the day-to-day operations of the district and long-term strategic planning for the future. The Superintendent serves as the Executive Officer of the Board of Education, Chief Financial Officer, oversees Personnel & Personnel Issues, School Maintenance, Public Relations, and acts as the Chief Records Officer and Instructional Leader.

Responsibilities

• Executive Officer of the Board of Education: Prepare all board agendas and packets. Attend all regular and special meetings except when his/her evaluation of appointment is under consideration. Representative of the board to the staff. Ensure all board policies and regulations are enforced. Serves as facilitator to keep the Board informed if all major occurrences in the school district as well as current trends in education. Conduct annual audits of district programs and make recommendations for changes and improvements. Monitors school district operations to ensure Missouri School Improvement program (MSIP) Standards are being met.
• Chief Financial Officer: Prepares the initial and subsequent budgets for the board to approve. Establishes and maintains official procedures and effective controls for all expenditures of school funds in accordance with the adopted budget. Works with the salary and welfare committee to recommend salary considerations yearly. Files or causes to be filed all financial reports required by the State of Missouri and federal government. Approve directly or indirectly all expenditures of school money, subject to board approval. Shall, when necessary, do cost studies before purchasing items. Prepare reports, conduct studies and make recommendations as requested by the board or as he/she deems necessary for the general welfare and efficient operations of the district.
• Personnel & Personnel Issues: Represent the board in dealing with the staff. Recommend to the board candidates for vacancies. Ensure candidates have the appropriate certification for the position or ensure a plan for certification is in place. Direct and coordinate the program of recruitment of qualified applicants for all positions, Ensure the staff is placed on the salary schedule in the proper position, Notify the board annually which staff are designated for tenure, Work with the administrative team making recommendations for termination or continuation of staff. Provide for the recognition of outstanding performance. Make rules and regulations for staff to implement board policies. Ensure all state and federal rules regarding personnel matters (i.e.: FMLA, Fair Labor Standard Act) are followed.
• School Maintenance: Provide for the overall maintenance of the district in the school budget. Ensure the overall safety of the buildings and grounds. Develop with the help of others (safety coordinator, custodians, principals, staff, and board members) long- and short-term goals in facilities and maintenance.
• Public Relations: Maintain a visible presence in the community. Coordinate the district newsletter and annual report. Develop and implement a community relations plan. Maintain cordial relations with representatives of the media.
• Chief Records Officer: Ensure all state and federal reports are submitted in a timely manner and are completed accurately. Ensure all student and personnel records are kept meeting state and national guidelines (i.e.: FERPA, HIPPA). Maintain all official records relating to board meetings. Prepare or cause to be prepared the district calendar for board approval on a yearly basis. Maintain the official copies of all approved curriculum. Ensure all board policy manuals are updated as new policies are adopted.
• Instructional Leadership: Evaluate and explain state and federal reports on educational progress (i.e.: AYP, APR, MAP) to the staff, Board and Community. Work with the staff to develop plans for areas where student achievement is below standards and make recommendations for improvement. Evaluate the administrative staff. Ensure the curriculum presented to the board meets state standards. Ensure that an adequate teacher evaluation plan is in place and being implemented. Ensure that course offerings meet MSIP standards. Keep the board informed concerning educational issues. Provide opportunities for professional development for the staff. Other duties are deemed necessary as assigned. Complies with all district rules, policies and regulations.
