About The Position

The Superintendent, Wastewater Plant is responsible for a variety of skilled, technical, supervisory, and administrative work in the planning, construction, operation, repair, maintenance, and replacement of municipal wastewater treatment systems.

Requirements

  • High school diploma and associate degree (A.A) or equivalent from two-year College or technical school, and/or seven (7) years related experience and or training, or equivalent combination of education and experience.
  • Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations.
  • The ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Ability to work mathematical concepts from basic math to industry-related formulas.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collects data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical, or diagram form and seal with several abstract and concrete variables.
  • Must hold a Class IV Wastewater Treatment License and valid Arkansas driver’s license.

Responsibilities

  • Coordinates the organization, staffing, and operational activities for the Wastewater Treatment Plant including assuming responsibility for all critical decisions regarding operational changes, maintenance priorities, scheduling, and compliance with the numerous regulations of multiple federal, state, and local agencies.
  • Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.
  • Oversees the implementation and enforcement of the City Industrial Pretreatment Program per City Code, state, and federal requirements.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Directs, coordinates, and reviews the work plan for assigned operation, maintenance, and laboratory analysis functions, services, and activities at the City’s Wastewater Treatment Plant; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Oversees the operation and maintenance of the wastewater lift stations.
  • Directs the daily testing of wastewater in various stages of treatment; interprets test results to determine necessary changes in chemical dosage and treatment processes.
  • Directs the adjustment and repair of mechanical equipment such as pumps, blowers, mixers, and metering devices; monitors the preventative and corrective maintenance of all plant equipment; directs the installation, operation, and maintenance of the plant Human Machine Interface (HMI) system.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Oversees safety programs for assigned sections and work groups; assists with action planning for safety programs; responds to works’ compensation issues.
  • Oversees and participates in emergency response regarding hazardous materials incidents.
  • Participates in the development and administration of assigned program budget; forecasts funding needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.
  • Oversees storm water permitting for various City departments.
  • Conducts a variety of studies and investigations; develops and recommends modifications to Wastewater Treatment Plant programs, policies, and procedures as appropriate.
  • Directs the development and implementation of plans and programs to improve the efficiency of operations including cost control programs, staff utilization studies, and work method improvements.
  • Oversees and participates in the maintenance of records and related documentation; prepares performance and other reports detailing workload and activities.
  • Coordinates Wastewater Treatment Plant activities with those of other units, divisions, and outside agencies and organizations; resolves sensitive and controversial issues.
  • Maintains the City grease interceptor program for food service establishments to ensure compliance with City Code.
  • Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; participates in rates and fees meetings with the Director, Public Works, and public groups.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of wastewater treatment plant operations, maintenance, and laboratory analysis.
  • Responds to and resolves citizen and staff inquires, concerns, and complaints in a timely and effective manner; responds to requests from regulatory agencies.
  • Performs related duties as required.
