About The Position

This is an unclassified position in the Public Works Department. The purpose of this classification is to perform process duties related to managing the operations of the County's water system and wastewater collection system, including supervising assigned staff; preparing assigned annual budget; and overseeing activities related to the installation, maintenance, and repair of the water system infrastructure, as well as activities related to the development and monitoring of work plans, and the scheduling of preventative and corrective maintenance requirements. Superintendent, Water and Sewer II, is distinguished from Water System Superintendent I in that the former supervises assigned staff and prepares assigned area budget in addition to overseeing various administrative functions and managing the operations of the County's water system, whereas the latter supervises assigned staff and controls all field operations but does not oversee budgeting and other administrative functions. Superintendent, Water and Sewer II, is distinguished from Sewer System Superintendent I in that the former supervises assigned staff and prepares assigned area budget in addition to overseeing various administrative functions and managing the operations of the County's sewer system, whereas the latter oversees field operations but does not oversee budgeting and other administrative functions.

Requirements

  • High School Diploma or GED required, supplemented by vocational or technical training in Water treatment field or a related field.
  • Five years of experience in Water Treatment to include two years of lead or supervisory experience.
  • Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
  • Must possess and maintain a valid Georgia driver's license (as required by position assignment).
  • State of Georgia Certification as a Water Distribution System Operator.

Responsibilities

  • Supervises assigned staff, including establishing workloads, prioritizing work assignments, evaluating employee performance, interpreting and enforcing policies and procedures, resolving staff issues, making hiring or termination decisions/recommendations, and administering disciplinary action as required.
  • Develops and monitors work plans, which includes prioritizing work for all units, scheduling projects and issuing and approving work orders.
  • Reviews sewer system construction plans and recommends changes.
  • Inspects construction projects for safety compliance.
  • Oversees contracted work for system design.
  • Manages project contracts.
  • Prepares assigned annual budget for equipment, supplies, staff, and contracted services.
  • Prepares periodic reports and ensures the accuracy of system records.
  • Attends county and public meetings.
  • Responds to questions from the public, department officials and elected officials and resolves customer concerns and/or issues.
  • Provides instruction to staff in emergency situations.
  • Coordinates efforts with other agencies, jurisdictions, and contractors concerning water line maintenance and installation and negotiates solutions to problems affecting multiple agencies, cities, and the state.
  • Estimates costs for capital improvement projects.
  • Resolves customer concerns and/or issues.
  • Reviews construction project plans to identify water facility problems.
  • Prepares quarterly reports and ensures the accuracy of system records.
  • Ensures adherence to federal and state laws and public water distribution system guidelines.
  • Performs other related duties as required.
