About The Position

The Annapolis Department of Public Works is seeking a skilled and collaborative professional to fill the role of Engineer II (Water/Sewer). This position is part of a progressive career ladder focused on designing, permitting, and overseeing the construction of critical public water and wastewater utility infrastructure. Operating with minimal oversight, the Engineer II performs intermediate to advanced technical work, balances office-based analysis with field inspections, and helps ensure the community receives safe drinking water and effective wastewater conveyance.

Requirements

  • A Bachelor’s degree from an ABET-accredited college or university in Civil Engineering or a closely related discipline, paired with three (3) years of professional engineering experience.
  • Must possess an Engineer-In-Training (EIT) Certificate or have the ability to secure it within six (6) months of hire.
  • In lieu of an ABET-accredited degree, nine (9) years of professional engineering experience is required, with at least three (3) years demonstrating independent technical responsibility for engineering projects.
  • Experience must meet the professional certification eligibility requirements of the Maryland Board for Professional Engineers.
  • Possession and maintenance of a valid motor vehicle operator’s license.
  • Position is subject to random drug testing.

Responsibilities

  • Manage Capital Improvement Projects (CIP) from initial planning through closeout, which includes developing scopes, schedules, budgets, concept designs, and detailed specifications.
  • Research and manage grants for assigned capital projects.
  • Provide technical oversight for construction activities, resolve field conflicts, review contractor submittments, and review/approve Temporary Traffic Control (TTC) plans.
  • Manage the engineering review process for private development applications to ensure all proposed public utility infrastructure within the right-of-way complies with City standards.
  • Conduct data analysis, hydraulic modeling, and rate studies to support long-range asset management and utility planning.
  • Provide technical guidance, work reviews, and mentorship to junior engineering staff and technicians.
