About The Position

The incumbent is responsible for the administration and operation of the Rhode Island Training School for Youth, including its residential and rehabilitation components. This involves establishing policy, and the overall daily planning, development, direction, and supervision of personnel and programs. The position works under the administrative direction of the Executive Director with considerable latitude for initiative and independent judgment. Work is reviewed through consultation, observation, and written reports. The Superintendent reports to the Executive Director on the conformance and compliance of assigned personnel with the institution's objectives, policies, instructions, directives, court orders, accreditation objectives and standards, and rules and regulations. The role also involves planning, directing, and evaluating the effectiveness of programs and operations, and advising administrators on the overall functioning of programs.

Requirements

  • Thorough knowledge of the practices and techniques of residential, correctional care.
  • Ability to apply knowledge in planning, development, direction, supervision, evaluation, and improvement of services for adjudicated or non-adjudicated, wayward and delinquent youth within a residential setting.
  • Capability to incorporate all services within an institution involved in programs for the care, custody, and control of adjudicated and non-adjudicated youth.
  • Knowledge of clinical techniques and the ability to apply them to youth within an institutional setting.
  • Ability to plan, organize, supervise, direct, and coordinate the work of personnel within the residential component.
  • Thorough knowledge of the principles and practices of residential management and the ability to apply such knowledge in day-to-day operations.
  • Ability to plan and direct the execution of fiscal and management method studies and the composition of reports.
  • Thorough knowledge of office methods and procedures analysis and the ability to apply such knowledge.
  • Ability to motivate staff to cooperative attainment of the Department’s goals.
  • Ability to plan, coordinate, supervise, and review the work of subordinate staff.
  • Ability to administer an effective public relations program.
  • Ability to maintain an effective working relationship with subordinates, associates, supervisors, and with public and private agencies.
  • Possession of a Master’s Degree from a recognized institution of higher learning in Social Work, Psychology or Public Administration, preferably with a concentration in Correction or Child Welfare.
  • Considerable employment in an administrative/managerial position within a public or private juvenile correctional facility involving overall management of operations.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Responsibilities

  • Administration and operation of the Rhode Island Training School for Youth (residential and rehabilitation components).
  • Custodial, correctional, and rehabilitative policies and programs of the institution.
  • Fiscal and human resource matters pertaining to the educational component.
  • Coordination of assignments given to the Deputy Superintendents for Administration and Programs.
  • Care, custody, and control of residents in all units.
  • Training of personnel to ensure the best possible care, custody, and rehabilitative services for residents.
  • Budget preparation and directing the operational expenditures of the institution.
  • Assisting the Executive Director and Director in the negotiations and administration of labor contracts.
  • Maintaining an effective public relations program to foster understanding of the Training School's policies, functions, and objectives.
  • Working with civic and religious organizations providing social, rehabilitative, and youth services.
  • Reviewing existing laws, proposed legislation, rules, and regulations and making recommendations.
  • Directing and coordinating similar assigned programs.
  • Attending various meetings and conferences as required.
  • Providing executive leadership, strategic direction, and operational oversight for all Rhode Island Training School functions and services.
  • Chairing and overseeing the Rhode Island Training School Improvement Council.
  • Providing executive oversight of Prison Rape Elimination Act (PREA) compliance, audits, corrective action planning, staffing plan reviews, and continuous quality improvement efforts.
  • Ensuring compliance with Juvenile Detention Alternatives Initiative (JDAI) standards and other recognized juvenile justice best practices.
  • Establishing facility goals, priorities, and performance expectations.
  • Supervising Unit Managers, including performance management, attendance oversight, scheduling accountability, and timesheet approval.
  • Supervising and evaluating the Deputy Superintendent and providing leadership, coaching, and operational guidance.
  • Overseeing facility security operations and accountability measures.
  • Monitoring staffing patterns, bid assignments, overtime utilization, attendance trends, and workforce deployment.
  • Overseeing workers’ compensation matters and coordinating operational impacts related to employee leave and workplace injuries.
  • Participating in and overseeing Administrative Review Meetings (ARM) and related youth case reviews.
  • Reviewing and responding to resident grievances and ensuring timely resolution of concerns.
  • Reviewing probation-related reports, recommendations, and interagency matters impacting facility operations and youth outcomes.
  • Serving as the primary liaison to the Office of the Child Advocate, Family Court, law enforcement agencies, legal partners, state agencies, community organizations, and other external stakeholders.
  • Leading community engagement initiatives and maintaining collaborative partnerships.
  • Representing the Rhode Island Training School and Division of Youth Development at various forums.
  • Coordinating and collaborating with Division leadership regarding policy development, legislative initiatives, accreditation efforts, strategic planning, and system improvement initiatives.
  • Coordinating and collaborating with the Chief of Program Development regarding facility operations, compliance initiatives, strategic planning, performance measurement, and continuous quality improvement efforts.
  • Completing performance evaluations and ensuring accountability for assigned supervisory staff.
  • Participating in emergency response, incident command activities, critical incident reviews, and crisis management operations.
  • Serving as an on-call administrator and responding to emergencies, critical incidents, and operational needs outside normal business hours.
  • Performing other related duties as assigned.
