About The Position

This is a senior management position working with the Parks and Recreation Department, which is committed to growing a happy, healthy community through exceptional parks, programs, experiences, and customer focus. The Superintendent of Park Operations is responsible for the day-to-day management and operational leadership of the Park Operations Division. Under the direction of the Deputy Director of Parks and Recreation, the Superintendent oversees park maintenance, grounds maintenance, athletic fields, trails, medians, park facilities, equipment, special-event support, staffing, and resources. The position establishes and implements maintenance standards and manages the division's budget, personnel, facilities, and planning to ensure the City's park system is maintained safely, efficiently, and consistently.

Requirements

  • Working knowledge of current principles and practices used in the administration of park operations and services.
  • Working knowledge of applicable city, state, and federal regulations/guidelines pertaining to areas of responsibility.
  • Working knowledge of overall city operations, including budgeting procedures.
  • Ability to effectively supervise and evaluate personnel.
  • Ability to maintain effective professional relationships with the public, vendors, employees, management, City officials, and other government officials.
  • Excellent communication (verbal and written), organizational, and analytical skills.
  • Working knowledge of word processing and spreadsheet computer software.
  • Ability to operate computer and other standard office equipment.
  • Ability to prepare and maintain records and reports.
  • Knowledge of budget preparation and office management.
  • Bachelor's degree in Parks Administration, Turfgrass Management, Horticulture, Landscape Architecture, or related field.
  • Five (5) years supervisory experience.
  • Valid driver's license with acceptable driving record for the past three years.
  • Ability to work varied hours including evenings and weekends.

Responsibilities

  • Coordinate and supervise the day-to-day operations of the Park Operations Division, including park maintenance, grounds maintenance, athletic fields, trails, medians, park facilities, equipment, special-event support, and related operations.
  • Supervise seasonal, temporary, and regular personnel; assign, train, and evaluate work; oversee in-service training; complete performance evaluations; and make recommendations regarding hiring, disciplining, and terminating employees.
  • Assist with developing Park Operations' conceptual and long-range plans and annual operating budget; develop and make recommendations, monitor budgetary expenditures, and track the status of external vendor contracts.
  • Implement department policies, procedures, priorities, and operational standards within Park Operations.
  • Assist with evaluation of Park Operations' effectiveness; prepare and track budgets; and prepare division and department reports as requested.
  • Assist with preparation and administration of grant applications, implement grant requirements as assigned, and prepare related grant reports.
  • Respond to citizen complaints and requests for information related to Park Operations and ensure appropriate follow-up action is taken.
  • Actively participate in community organizations to foster a positive City image.
  • Prepare routine and special reports and presentations regarding Park Operations and development of plans as requested by the department, City Council, or other boards, commissions, or citizen groups.
  • Assist with capital improvement projects related to Park Operations, including design, budget development, contract preparation, and bidding procedures.
  • Coordinate Park Operations support for annual City and department special and seasonal events.
  • Establish maintenance standards, manage staffing and resources, and ensure park facilities and grounds are maintained safely, efficiently, and consistently.
  • Lead and direct the management and operations of the Park Operations Division.
  • Assist with the planning and development of new parks, park facilities, buildings, and related infrastructure with knowledge of construction planning, design, and administration.
  • Perform other duties as assigned.
