About The Position

Assists high risk students in successfully negotiating the demands of the academic program in Baltimore County Public Schools (BCPS). Facilitates and coordinates the involvement and support of parents, school administrators, staff members, and community agencies in educational initiatives. Provides casework services to students and families. Performs other duties as assigned.

Requirements

Graduation from an accredited college or university with a master’s degree.
Three years’ experience in the education field.
Possession of a Maryland Educator Advanced Professional Certificate with a Pupil Personnel Worker endorsement.
Education, training, and experience as required by the Maryland Pathway for Pupil Personnel Worker.
Thorough knowledge of pupil personnel services.
Knowledge of instructional programs.
Knowledge of services available to students and parents.
Knowledge of county, state and federal laws, regulations, and requirements applicable to student populations.
Knowledge of counseling.
Skill in data analysis and preparing and using student case records.
Excellent oral and written communications and human relations skills.

Responsibilities

Implement the mandates of federal and state laws, Board of Education Policies, Superintendent’s Rules, regulations, and procedures.
Act as a consultant to administrators and school staff in the interpretation of policies, regulations, federal and state laws.
Develop solutions and identify prevention and early intervention strategies to promote student success.
Provide guidance to students and their families on a range of social issues as appropriate
Approve the enrollment of students under the provisions of homelessness, state-supervised care, informal kinship care, and hardship situations.
Verify parents’ residency to ensure that students are enrolled in the correct zoned school and confirm that students are Baltimore county residents when needed.
Collaborate with staff members to help them understand the nuances of students’ personal situations, while developing effective strategies for problem-solving to enhance student engagement, behavior support, academics, and attendance.
Analyze attendance data to collaborate with school-based attendance teams to provide support and interventions for addressing and monitoring students with attendance issues using a multitiered approach.
Execute Tier 3 attendance interventions, including Project Attend, and files petitions with District Court when parents violate Compulsory Attendance Law.
Actively participate in the student support team.
Counsel with administrators, hearing officers, department of juvenile services, parents, and students on interventions and strategies related to school based alternative educational programs for students who meet criteria for those services.
Collaborate with administrators and school staff to address professional development needs for residency, attendance, homelessness, and other extenuating circumstances.
Coordinate with external stakeholders such as Juvenile Services, Child Welfare Services, Health and Human Services, and the States Attorney’s Office in providing support and resources.
Implement interventions to boost engagement and attendance to positively impact project graduation and ultimately increase student graduation rates.
Assist parents and students in accessing appropriate services or agencies to address issues related to social emotional support, academic, and other student needs.
Provide relevant information for residency appeals and disciplinary hearings and participates in due process proceedings with the Office of Law and School Conduct Hearing Officers.
Review home schooling cases, investigate change of school assignment requests, and case manage disciplinary proceedings as well as other cases.
Assist schools with crisis support services for students and families.
Represents BCPS on school and systemwide workgroups.
Perform other duties as assigned.
