About The Position

The Protection & Controls, Apparatus Testing & Telecom Supervisor is responsible for leading and directly supervising field execution of testing, commissioning, and telecom activities within a designated region of Large Projects. This role ensures all systems are tested, validated, and placed into service safely, accurately, and in full compliance with design and operational requirements. The Supervisor is accountable for enforcing strict standards of safety, technical precision, productivity, and professional conduct, ensuring all testing and energization activities are performed without incident or error. This includes ownership of safe switching practices, verification processes, and system readiness to prevent equipment damage and protect personnel. This role drives a culture of discipline and accountability within a highly skilled workforce, ensuring technical expertise does not replace adherence to standards. The Supervisor works in close coordination with Construction and adjacent teams to ensure seamless execution and successful energization outcomes. This position is based in Puerto Rico. Housing and transportation will be provided. The role includes rotational travel to the continental United States every six to eight weeks.

Requirements

  • Bachelor’s degree in Electrical Engineering, Electrical Technology, or a related field, or equivalent experience through a combination of education, training, and field experience
  • 5+ years of experience in Protection & Controls, apparatus testing, commissioning, or telecom within an electrical utility or substation environment.
  • Experience developing work plans and leading teams.
  • Strong leadership and mentoring capabilities.

  • Proved ability to manage and resolve conflict.

  • The position will be location in Puerto Rico. 30% Travel across Puerto Rico.
  • This position requires regular presence in both office settings and active construction field environments, including outdoor job sites subject to variable weather and terrain conditions.
  • Must be able to traverse rough or uneven terrain and access energized or de-energized construction work zones in compliance with all applicable safety protocols and personal protective equipment requirements.
  • Must be able to travel and work extended hours, including evenings and weekends, during critical project phases or in response to emergent field conditions.

Responsibilities

  • Accountable for safety, technical accuracy, and productivity of all P&C, apparatus testing, and telecom activities
  • Leads with visible safety ownership, enforcing safe testing practices, switching protocols, and hazard controls at all times
  • Supervises technicians to ensure adherence to work schedules, jobsite expectations, and execution standards
  • Enforces strict standards for attendance, productivity, and professional conduct
  • Addresses safety and performance issues immediately through coaching, correction, and escalation
  • Drives a culture of precision and zero tolerance for preventable errors in testing and commissioning
  • Ensures technical expertise does not exempt individuals from accountability or discipline
  • Oversees relay testing, commissioning, SCADA integration, and telecom validation prior to energization
  • Verifies construction readiness and rejects incomplete or deficient installations before testing
  • Collaborates daily with Construction Supervisor to align sequencing, readiness, and access
  • Coordinates with Engineering, Operations, and adjacent teams to resolve issues and maintain progress
  • Ensures accurate and complete testing documentation and turnover packages
  • Leads union personnel while maintaining accountability for safety, performance, and discipline
  • Provides cross-coverage for peer supervisors to ensure continuity of execution
