About The Position

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a dedicated Substance Abuse Program Manager to ensure appropriate programming, reentry services, and treatment are provided in accordance with applicable laws, rules, regulations, policies, and procedures. This role directly manages and supervises Correctional Substance Abuse Counselor Seniors, who provide services to the offender population within the assigned facilities/reentry centers. The manager discusses and makes decisions including offender substance abuse treatment, their health and well-being, safety issues of both offenders and staff, and program objectives of provided treatment. The position also carries a partial clinical caseload and conducts group and one-on-one counseling sessions and substance abuse groups.

Requirements

• Must be licensed in the State of Arizona as a Licensed Independent Addiction Counselor (LIAC); Licensed Professional Counselor (LPC); Licensed Clinical Social Worker (LCSW); or as a Psychologist.
• Master’s degree from an accredited school and at least three (3) years of progressively responsible managerial or supervisory experience
• Correctional experience or knowledge of ADCRR policies, procedures, and ACIS
• Must pass a background investigation and a drug test.
• Must possess and retain a current, valid class-appropriate driver’s license if driving is an essential function.
• Must complete all required driver training and successfully pass all necessary driver’s license record checks.
• Must take a Tuberculosis (TB) test during New Employee Orientation and every year thereafter.
• Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

• Assesses counseling services/subordinate work products
• Plans and coordinates meetings and training sessions
• Administers evaluations, approves leave, manages schedules, and tracks absences including FMLA/extended leave
• Ensures counseling services are provided in accordance with applicable law, rules, regulations, policies and procedures
• Provides clinical supervision and signs off on clinical documentation for non-independently licensed counselors
• Works closely with Offender Operations staff to facilitate communication between addiction treatment counselors and security to ensure maximum utilization of program slots and minimize disruption to unit operations
• Carries a partial clinical caseload
• Conducts one-on-one clinical assessments and individual or group counseling sessions
• Facilitates substance abuse education classes and therapy groups with offender participants
• Maintains clinical records and writes individual substance abuse treatment plans and relapse prevention plans, including Arizona Correctional Information System (ACIS) and electronic medical record entries
• Maintains program participation databases and monitors counselor’s ACIS entries
• Assists in troubleshooting obstacles to program participation and operation
• Updates and maintains databases, such as ACIS, regarding offender participation programs
• Prepares reports, both quantitative and qualitative, regarding programs and program participation rates
• Conducts quality control and improvement audits of programs and services offered at ADCRR
• Drives on State business
• Performs other duties appropriate to the assignment
