About The Position

This position supports the SUB-E57 Division Director, the In-Service Submarine Ship Design Managers, which are part of Director, Submarine Programs, and Team Submarine (TSUB) providing executive level support to one or more Navy O-6/Civilian GS-15 level leaders. Provide support in planning, managing, tracking, executing, and reporting program initiatives and actions.

Requirements

  • A current or active DoD Secret security clearance.
  • Bachelor’s degree in business, or related field. A candidate with ten or more years’ experiences directly supporting a Navy customer in a business capacity will be considered in lieu of a degree.
  • Ten years or more of relevant experience with U.S. Navy Modernization and Submarine systems
  • Ability to plan, organize work and meet deadlines
  • Comprehensive skill in applying, enforcing and integrating rules, regulations, and guidelines that impact projects and programs.
  • Working knowledge of configuration management and modernization/alteration ILS processes and tools
  • Advanced proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Working knowledge of Power BI.
  • Attention to detail in written and verbal communications.
  • Familiarity with handling restrictions (CUI, NOFORN etc.), sensitive, unclassified and classified documents.
  • Knowledge of Records Management processes.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.
  • Demonstrate ability to be a team player; works well with others; contributes positively to work/team environment while continually seeks ways to enhance contribution to the team.
  • Handles differing situations, problems, and deviations in the work office according to general instructions, priorities, duties, policies and program goals.
  • This position requires the ability to obtain and/or maintain a DoD Security Clearance. Security clearances may only be granted to U.S. citizens.

Nice To Haves

  • Familiarity with DoW and DSP Policy and Instructions for Submarine Modernizations.
  • Working knowledge of Navy correspondence and records management requirements, including security classification and handling restrictions; and Navy correspondence.

Responsibilities

  • Execute Ship Design Manager and Engineering Manager’s Technical Authority for all in-service submarine classes.
  • Develop/review operational and technical written documentation such as Performance Monitoring Program (PMP) Operations manuals, Planned Maintenance System (PMS) procedures, Performance Criteria Manuals, System Health reports, Departure for Specifications (DFS), Liaison Action Requests (LARs), and Steam and Electric Plant Manuals (SEPM).
  • Provide engineering oversight of Condition Based Maintenance (CBM) and Reliability Centered Maintenance (RCM) engineering practices. Resolution of technical problems through expert knowledge of submarine systems design, operations, logistics support practices, and sound technical judgement.
  • Influence other NAVSEA codes and Program Offices, Submarine Force Commanders, equipment manufacturers, engineering service contractors, Naval Warfare Centers, Supervisors of Shipbuilding, naval shipyards, and Performance Monitoring Teams (PMT) for maintenance of ship systems and technical issues.
  • Ensures appropriate systems engineering processes are properly applied during systems life cycle sustainment.
  • Plan, manage and coordinate various engineering development programs/projects which involve continuous systems monitoring, evaluation, modification, and analysis of other pertinent factors affecting system performance.
  • Keep abreast of latest engineering technological advances as well as state of the art applications pertinent to the development of new products or theories within various engineering fields.
  • Assist the SUB-E57 Division Director, the In-Service Submarine Ship Design Managers, and the SUB-E57 Branch Heads with resolving technical issues, and completing special assignments as assigned.
  • Support program meetings, document meeting minutes and action items for Program Engineers, maintain and manage Program files, track, manage, and close out action items from meetings and those assigned by SUB-E57
  • Prepare coordinated reports, presentations and briefings in support of program actions.
