About The Position

The program requires a significant investment of limited resources, and this role is crucial for keeping the project on a productive path. As a skilled program and project management specialist, you will ensure success through careful analysis and effective communication. You will serve as the government client's direct Point of Contact (POC) for all vendor-facing efforts on the program. Your responsibilities will include managing daily programmatic issues such as budget, engineering problems, production deliveries, and contractual obligations. You will assist in the daily execution and management of the program, manage vendor relations, track deliverables, and provide recommendations regarding programmatic topics. Additionally, you will assist the project manager on the issuance of contract modifications and funding allocations, independently develop briefs, updates, and program projections to make decisions on funding allocations and allotments, manage and maintain hardware delivery schedules, and manage and maintain Baseline Change Requests (BCRs). Requirements

  • 5+ years of experience directly supporting a DoD Program Office Manager in COTS based DoD network computer systems
  • Experience managing and maintaining Baseline Change Requests (BCRs)
  • Experience supporting the issuance and award of major contractual actions, including delivery orders and funding increments, exceeding $20-30 million per modification
  • Knowledge of DoD funding and colors of money and budget cycle
  • Ability to autonomously provide routine reports to senior leadership
  • Ability to plan and execute the delivery and acquisition schedule for all combat system suite hardware for all newly commissioned and modernized Navy submarines
  • Ability to manage and oversee the Vendor in the design and qualification of combat systems hardware
  • Ability to guide experienced engineers from Government and Vendor entities to perform testing in accordance with government specifications and awarded scope
  • Secret clearance
  • Bachelor's degree in a STEM or Management field

Nice To Haves

  • 10+ years of experience in program or project management
  • Experience with USN service, including NAVSEA preferred
  • Experience with submarine combat weapons systems
  • Knowledge of the U.S. Submarine Technical Insertion and Advanced Processor Build Process
  • PMP Certification
