About The Position

This role involves leveraging project management and analysis skills to develop a program from concept to completion, specifically focusing on Submarine Combat Systems. The manager will act as the government client's direct Point of Contact (POC) for all vendor-facing efforts. Key responsibilities include managing daily programmatic issues such as budget, engineering problems, production deliveries, and contractual obligations. The individual will assist in the daily execution and management of the program, manage Vendor relations, track deliverables, and provide recommendations on programmatic topics. Additionally, they will support the project manager in issuing contract modifications and funding allocations, independently develop briefs, updates, and program projections for funding decisions, and manage hardware delivery schedules and Baseline Change Requests (BCRs). The position emphasizes effective communication to ensure program goals and quality standards are met, ultimately ensuring the client meets all cost and schedule requirements with the necessary warfighter capabilities.

Requirements

5+ years of experience directly supporting a DoD Program Office Manager in COTS based DoD network computer systems
Experience managing and maintaining Baseline Change Requests (BCRs)
Experience supporting the issuance and award of major contractual actions, including delivery orders and funding increments, exceeding $20-30 million per modification
Knowledge of DoD funding and colors of money and budget cycle
Ability to autonomously provide routine reports to senior leadership
Ability to plan and execute the delivery and acquisition schedule for all combat system suite hardware for all newly commissioned and modernized Navy submarines
Ability to manage and oversee the Vendor in the design and qualification of combat systems hardware
Ability to guide experienced engineers from Government and Vendor entities to perform testing in accordance with government specifications and awarded scope
Secret clearance
Bachelor's degree in a STEM or Management field

Nice To Haves

10+ years of experience in program or project management
Experience with USN service, including NAVSEA preferred
Experience with submarine combat weapons systems
Knowledge of the U.S. Submarine Technical Insertion and Advanced Processor Build Process
PMP Certification

Responsibilities
