About The Position

Tec-Masters, Inc. (TMI) is seeking an experienced Cannon System Assured Positioning, Navigation, and Timing (APNT) Analyst to provide subject matter expertise (SME) supporting Field Artillery cannon and survey system capability development, modernization, requirements, testing, doctrine, and integration.

Requirements

  • A minimum of 15 years of experience within the DoD.
  • A minimum of ten (10) years of experience in a US Army or USMC Field Artillery Units/Organizations.
  • A minimum of three (3) years of senior level (E-7 or above) recent (within 36 months of task order award) experience in Field Artillery Units/Organizations working as a US Army or USMC Surveyor, Survey Officer/Warrant Officer, or Survey Instructor/ Training/ Doctrine Writer.
  • A minimum of two (2) years of recent experience (within 36 months of task order award) working with, utilizing, or instructing currently fielded survey devices (Improved Position Azimuth Determining System (IPADS/IPADS-GPS, Theodolites).
  • A minimum of one (1) year of experience and training in combat developments or acquisition process IAW DoD Directive 5000.02 including the DOTMLPF Integration of Survey Systems.
  • Demonstrate oral and written communication and briefing experience with two (2) years of experience to articulate artillery survey concepts and future requirements to vested cannon artillery stakeholders.
  • Two (2) years of experience in briefing senior audiences, effectively communicating conceptual ideas in writing, and orally articulating thoughts to support the development of cannon artillery survey concepts, doctrine and tactics, techniques, and procedures (TTPs) IAW Army Regulation (AR) 25-50, “Preparing and Managing Correspondence” (17 May 2013) and Field Manual (FM) 6-0, C2, “Commander and Staff Organization and Operations” (22 April 2016).
  • Possess an associate degree in any discipline.
  • Possess a SECRET security clearance or can obtain an interim SECRET security clearance at time of performance under the task order.
  • A minimum of two (2) years of experience with Microsoft Office applications.

Nice To Haves

  • Additional experience as a Surveyor/Survey Officer/or Survey Instructor/Trainer/ Doctrine Writer is preferred.
  • Additional experience working with, utilizing, or instructing currently fielded survey devices (Improved Position Azimuth Determining System (IPADS/IPADS-GPS, Theodolites) is preferred.
  • Bachelor’s degree or high preferred.

Responsibilities

  • Capture, and document user required capabilities and capability gaps for input into CNA IAW the CNA annual cycle, ICD, CDD, CPD and/or other required JCIDS documents as required to support future survey systems. The contractor shall provide input for cannon artillery system performance as it relates to position, navigation, and timing (PNT) and requirements related documents affecting all cannon artillery and survey devices. This documentation will be provided to the COR using standard Microsoft Office products including MS Word, PowerPoint, or Excel.
  • Review, analyze, and provide input as the lead integrator for developmental efforts on PNT capabilities; provide subject matter expertise to support current (IPADS-G, aiming circle, GLPS) and future LADS, LADS Lite, survey system requirements for inclusion into DOTMLPF.
  • Coordinate and staff potential system development/improvements with materiel developers, operational units (Active and Army National Guard), other CDID directorates/COE’s, USMC, USN, Test Officers, HQDA Staff, DOD Staff, and Multinational Services to ensure PNT as it relates to cannon and survey systems meet user requirements and provide needed capabilities for future force structures.
  • Interface with operational units regarding use of current and future survey systems, monitor and submit recommendations on behalf of current and emerging requirements/technology for PNT concept development as it relates to cannon artillery and survey systems.
  • Develop/update associated TTPs and review applicable Field Artillery manuals with the DOTD, FCOE Master Gunner Division to develop updates reflecting the addition of any new PNT capabilities ensuring that information is prepared for inclusion in relevant Field Artillery manuals and doctrine.
  • Support the development of emerging PNT concepts and studies for cannon artillery and survey systems and support tests or experiments involving these systems; provide subject matter expertise input and capture and document results that impact the Soldier and FA organizations; provide trip reports within 72 working hours of completion for Test, exercise, and experiments.
  • Track and recommend changes to the Army force structure, provide input into future BOIP, AAO, and FDU affecting cannon artillery survey systems and units.
  • Develop weekly and monthly activity reports for use by ACM, CDID, and FCoE leadership. The status report will include the status of future system production/fielding’s, testing, system modifications/ improvements, input from institutional and operational units, critical maintenance issues, key future activities and other associated efforts.
  • Update applicable portions of all briefings for presentations to foreign groups and delegations ARMY, DA and DOD visitors and representatives and other individuals and organizations as necessary. The contractor shall prepare fact sheets, talking papers, decision papers and other PNT or survey related documents as required.
