About The Position

Blake Willson Group (BWG) is seeking an experienced Business Process Improvement SME to support financial management and resource management initiatives across the Intelligence Community (IC). This position will identify, document, and analyze existing business processes supporting National Intelligence Program (NIP) formulation, analysis, execution, and financial management, while developing recommendations to improve efficiency, transparency, and alignment with federal financial management requirements. In this position, you will also: Identify, document, and map existing financial management and resource management processes within the IC Chief Financial Officer (CFO) environment and across the broader IC. Apply business process improvement methods, including process mapping, data collection, process analysis, reporting, gap analysis, and root cause analysis, to identify inefficiencies and non-value-added activities. Support process improvement initiatives related to NIP formulation, analysis, execution, resource management, and financial management. Assess existing IC capabilities and processes for alignment with federal government-wide financial management initiatives and identify opportunities for improvement. Identify common business and functional requirements associated with legacy financial system conversions and modernization efforts. Assess financial reporting and transparency requirements while accounting for the protection and appropriate handling of classified information. Analyze process documentation and study results to identify gaps, dependencies, risks, and opportunities to improve financial management operations. Coordinate with internal and external stakeholders across the IC and other departments and services on audit, financial management, resource management, counterintelligence, and systems-related initiatives. Develop recommendations and solutions to complex business process and financial management challenges and communicate findings through executive-ready briefings, reports, presentations, and other deliverables. Support continuous improvement initiatives by documenting current-state and future-state processes and tracking recommendations through implementation.

Requirements

Bachelor’s degree in Accounting, Finance, Business, or a related field.
7+ years of experience supporting business process improvement within the financial management discipline, preferably within the Intelligence Community.
3+ years of experience applying process improvement methodologies to financial management, resource management, business operations, or related federal programs, including process mapping, analysis, data collection, gap analysis, and root cause analysis.
3+ years of experience advising stakeholders and develop solutions to complex challenges while communicating findings and recommendations through executive-ready work products and presentations.
Must have an active TS/SCI Security Clearance with CI Polygraph.

Nice To Haves

Experience supporting National Intelligence Program (NIP) formulation, budget execution, resource management, or financial management activities.
Experience supporting federal financial management initiatives, audit activities, financial system modernization, or legacy system conversion efforts.
Knowledge of IC financial management processes, systems, reporting requirements, and governance.
Experience assessing financial reporting and transparency requirements within classified environments.
Experience coordinating with stakeholders across the IC, Department of Defense, federal agencies, or other government organizations.
Experience supporting process improvement initiatives involving financial, resource, audit, counterintelligence, or systems management.
