About The Position

The Strategic Business & Innovation Subject Matter Expert (SME) serves as a senior-level strategic advisor supporting the NASA Solutions for Enterprise-Wide Procurement (SEWP) Program. The SME works across organizational boundaries to assist executive leadership in executing SEWP's strategic vision, anticipating changes in the federal Information Technology (IT) and acquisition environment, improving the customer experience, and positioning the Program for continued growth, innovation, and modernization. Operating at both the strategic and operational levels, the SME translates SEWP's vision, mission, and objectives into actionable initiatives, product roadmaps, projects, and measurable outcomes. The position serves as a bridge between executive leadership, program operations, technology teams, federal customers, Contract Holders, industry, and other stakeholders.

Requirements

• Bachelor's degree in Business Administration, Public Administration, Information Technology, Management, Acquisition, or related discipline; advanced degree preferred.
• 12–15+ years of progressively responsible experience supporting federal programs, IT organizations, acquisition organizations, or complex technology environments.
• Demonstrated experience leading and managing professional personnel and multidisciplinary teams.
• Demonstrated experience advising senior and executive-level leadership.
• Significant experience in strategic planning, program/project management, product management, organizational strategy, or enterprise transformation.
• Strong knowledge of the federal acquisition and IT procurement environment, including the ability to evaluate acquisition policy changes and their potential operational and strategic impacts.
• Demonstrated ability to translate organizational strategy into executable initiatives, roadmaps, milestones, and measurable outcomes.
• Strong executive communication, facilitation, briefing, analytical, and stakeholder-management skills.
• The SME must be capable of moving seamlessly between executive-level strategy and operational execution, leading personnel and initiatives while maintaining awareness of changes in federal acquisition policy, technology, customer expectations, and industry trends that may affect SEWP's mission and long-term direction.

Responsibilities

• Partner with executive leadership to develop, communicate, and execute SEWP's strategic vision, objectives, priorities, and annual milestones.
• Stay abreast of federal acquisition policy, regulations, guidance, and government-wide acquisition initiatives; analyze and communicate how changes may impact SEWP's strategy, operations, customers, Contract Holders, and future direction.
• Provide leadership and day-to-day management of assigned personnel, including establishing priorities, assigning work, monitoring performance, and ensuring successful completion of team objectives. Mentor and develop staff, promote cross-functional knowledge sharing, and identify opportunities to strengthen employee skills and organizational capabilities.
• Provide senior-level oversight and coordination of strategic projects, product initiatives, and program-wide improvement efforts. Work with Product Owners, Technology Leads, Department Heads, and operational stakeholders to define the future vision for SEWP products and services.
• Identify opportunities to modernize SEWP's products, tools, processes, services, and customer interactions leveraging emerging technology. Including but not limited to: practical applications of artificial intelligence, machine learning, automation, advanced analytics, and emerging technologies.
• Maintain awareness of the broader federal IT, acquisition, cybersecurity, and technology landscape and assess its potential impact on SEWP. Develop and leverage relationships across the federal government and industry to increase awareness of emerging requirements, initiatives, technologies, challenges, and market developments. Participate in working groups, conferences, industry engagements, and other forums to gather intelligence relevant to SEWP's strategic direction.
