Based in Houston, Texas, Saber Power offers deep subject matter expertise and uses an engineering-led approach to designing, installing, testing, and maintaining medium and high-voltage electrical infrastructure. Saber Power Services seeks a Subcontracts Manager to lead our procurement team in executing subcontractor sourcing strategies, managing subcontractor relationships, and ensuring timely, cost-effective subcontract management to support complex electrical infrastructure projects. The ideal candidate will have extensive contracts experience, strong leadership skills, and knowledge of electrical parts and subcontracts within the utility industry. JOB SUMMARY: The Subcontracts Manager at Saber Power Services is responsible for leading and overseeing all procurement activities to support complex medium and high voltage electrical infrastructure projects. This role involves developing subcontractor sourcing strategies, managing subcontractor relationships, ensuring timely and cost-effective purchasing, and guiding a team of support staff to achieve departmental and organizational goals. This position plays a critical role in maintaining the quality, efficiency, and reliability of the company’s subcontracts operations. The Subcontracts Manager will work closely with project managers, engineers, and other stakeholders to ensure that work is completed on time, within budget, and to the highest quality standards.

Requirements

  • Bachelor's degree in construction management, business, supply chain management or a related field is required; equivalent years of experience in procurement management may substitute formal education
  • Minimum 5 years of experience in procurement management for EPC projects required
  • Strong knowledge of construction contracting practices and procedures
  • Intermediate skill level with MS Office Suite, including strong Excel skills
  • Excellent negotiation and communication skills
  • Ability to build and maintain relationships with subcontractors and other stakeholders
  • Knowledge of relevant regulations and industry standards

Nice To Haves

  • Professional certifications such as Certified Construction Manager (CCM) or Certified Professional Contracts Manager (CPCM) preferred

Responsibilities

  • Develop and implement subcontractor sourcing strategies to support operational goals, reduce costs, and ensure reliable supply chains.
  • Establish, monitor, and refine procurement procedures that support quality, delivery, and cost efficiency objectives.
  • Manage and support internal staff and subcontractors to meet the evolving needs of the business, ensuring supplier performance aligns with expectations.
  • Lead or support price and scope of work negotiations to secure favorable terms while maintaining quality and schedule standards.
  • Oversee the subcontracts process during both the planning and execution phases of projects, ensuring compliance, alignment with project goals, and timely execution.
  • Resolve issues and disputes with subcontractors and vendors in a professional, timely manner to maintain project timelines and supplier relationships.
  • Train, develop, coach, mentor, appraise, and assist in the selection of procurement personnel to build a strong, high-performing team.
  • Travel to subcontract facilities to build relationships, conduct evaluations, and lead face-to-face negotiations and performance reviews.
  • Oversee subcontractor onboarding processes, including managing contracts, collecting W-9s, and ensuring all documentation and compliance requirements are met.
  • Collaborate with internal departments such as Engineering, Project Management, and Finance to support cross-functional project needs.
  • Maintain confidentiality and uphold high ethical standards in all procurement activities and business dealings.
  • Perform other duties as assigned by management, appropriate to the role and business needs.
