About The Position

ProSidian seeks a Subcontract Technical Representative (STR) for Program Support on an Exempt Basis for Working On-Site at the Client Site in The Southeast | South Atlantic | CONUS Area (Aiken, South Carolina). This is a Contract Contingent role, generally located across the Aiken, South Carolina region, supporting a High-hazard nuclear cleanup environment requiring disciplined staffing, safety, quality, security, and regulatory compliance. The role is aligned with the GSA Labor Category: Junior Project Manager and is principally focused on ProSidian Strategic Resourcing and Professional Staff Augmentation for Subcontract Technical Representative (STR) Solutions and Services. We seek candidates with relevant Nuclear And Environmental Management Sector Experience to support professional services engagement for clients such as SRMC. This position can be a Contract Contingent or Contract W-2 (IRS-1099), with the possibility of conversion to a Full-Time ProSidian employed W-2 Position. The Junior Project Manager role(s) are located in the Southeast | South Atlantic | CONUS Region, at or near Aiken, South Carolina. The Work Site Address is 121 Richland Ave E, Aiken, SC 29801, USA. The primary focus is providing services and support as a Subcontract Technical Representative (STR) aligned with the STR Functional Area/Swim Lane/Category Discipline in the Nuclear And Environmental Management Industry Sector. This role supports Human Capital | Project Management | Engineering | Environmental | Compliance | Risk Management | IT Effectiveness | Business Process | Training Knowledge Management Solutions for clients such as Savannah River Mission Completion, LLC (SRMC) | SRMC Supply Chain / Procurement supporting the Liquid Waste Program. The STR will provide subcontract technical oversight through planning, analysis, coordination, documentation, compliance, quality assurance, and stakeholder support, controlling subcontract risk by aligning scope, safety, quality, funding, documentation, and field execution.

Requirements

  • Bachelor's degree from an accredited university and 2+ years of experience in the areas of construction management, field Engineering, subcontract management, procurement and purchasing, materials management, or other areas directly or peripherally related to the subcontract area primarily being supported OR; An Associate's degree and 4+ years of experience as outlined above OR; A high school diploma 6+ years combination of education and/or experience as outlined above.
  • Complete STR training for qualification before being assigned to a subcontract

  • Primarily focused on Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives and aligned with Program Support activities Subcontract Technical Representative (STR) Functional Area Activities.
  • Statements of work; field oversight; work packages; permits; hazard walkdowns; compliance; accruals; funding surveillance; dispute resolution
  • Leadership; safety vigilance; technical judgment; stakeholder coordination; cost control; documentation; issue resolution
  • Knowledge of general business and financial practices, including fundamental understanding of subcontract technical representative requirements.
  • Strong knowledge and understanding of rules and regulations relating to procurement practices as defined under DEAR and FAR.
  • Experience, training and coursework in contract law.

Responsibilities

  • Safety is a primary responsibility in each job performed. Obtain safety training, obey safety rules, and make safety an integral part of each task. Take necessary steps to stop work if continuing the activity is unsafe or will create and unsafe condition.
  • Provides day-to-day administration and oversight of low to moderate risk service subcontracts.
  • Contributes to the development of subcontract Statements of Work and other required/applicable documents.
  • Arranges and coordinates meetings, including pre-job briefings.
  • Interfaces with subcontractor and facility points of contact, Engineering, quality control, health protection, safety and other organizations.
  • Ensures policies and procedures compliance by subcontractor personnel with minimal guidance.
  • Utilizes the work management system to ensure work packages and associated documents/ permits and approvals are complete.
  • Performs job walk downs to identify potential work hazards.
  • Identifies and clarifies subcontractor introduced hazards and becomes familiar with the job site and surroundings.
  • Acts as primary point of contact for all communications between the subcontractor and organization for day-to-day technical matters.
  • Identifies and helps resolve customer and subcontractor problems and disputes.
  • Monitors the expenditures of the subcontract to ensure funding limitations are not exceeded.
  • Interfaces with the subcontractor and Finance/Accounting to obtain and document monthly subcontractor accrual information.
  • Provides equipment or materials accountability administration and support as required or as necessary.
  • Ensures that all STR required training and qualifications are maintained.
  • Other duties as assigned.
  • Responsible for oversight of on-site manual labor subcontracts and/or off-site subcontracts that encompass detailed coordination to ensure compliance with all subcontract requirements and involving Subject Matter Experts (SME) for quality, safety, security and the buyer, as necessary.
  • Includes Service, Demolition and Environmental subcontracts that involve on-site manual work.
  • Includes on-site work (manual or non-manual) in hazardous environments (i.e., radiological areas, confined space, exposure to hazardous energy, etc.), off-site work that involves/requires detailed coordination (i.e., analytical labs, M&TE services and repairs, hazardous waste related orders) and telecommunications subcontracts.
  • Excludes construction subcontracts.
