About The Position

The Subcontract Program Manager will lead, manage, and oversee all aspects of the Canvas subcontractor workforce, ensuring compliance with contract requirements and performance standards. This role involves developing and implementing program management plans, schedules, and milestones to track progress and ensure timely delivery of services. The manager will also monitor and report on program outcomes, outputs, risks, and issues to senior leadership and government sponsors. Additionally, the position requires direct supervision and coordination of up to 200 personnel, fostering a culture of engagement and accountability. Resource and financial management, including oversight of expenditures and budget management, is critical. The role also ensures adherence to all contract requirements and serves as the primary point of contact for various stakeholders.

Requirements

  • Experience in leading, managing, and overseeing subcontractor workforces.
  • Ability to develop and implement program management plans, schedules, and milestones.
  • Experience in monitoring and reporting on program outcomes, outputs, risks, and issues.
  • Experience in supervising and coordinating personnel activities, including recruitment, onboarding, training, performance evaluation, and professional development.
  • Experience in overseeing expenditures (travel, ODC, labor) and ensuring compliance.
  • Experience in developing and managing program budgets, forecasts, and financial reports.
  • Knowledge of DoD, AFRL, TMAS, and Canvas contract requirements, including reporting, deliverables, and quality assurance.
  • Experience in maintaining contractor interface with senior levels of customer organizations.
  • Experience in serving as a primary point of contact for multiple stakeholders.
  • Experience in facilitating program meetings, status reviews, and technical interchange sessions.

Responsibilities

  • Develop and implement program management plans, schedules, and milestones to track progress and ensure timely delivery of services.
  • Monitor and report on program outcomes, outputs, risks, and issues to senior leadership and government sponsors.
  • Directly supervise and coordinate activities of up to 200 personnel, including recruitment, onboarding, training, performance evaluation, and professional development.
  • Foster a culture of engagement, accountability, and continuous improvement within the team.
  • Oversee all travel, ODC, labor, and programmatic expenditures, ensuring compliance with contractual and organizational policies.
  • Develop and manage program budgets, forecasts, and financial reports; identify and mitigate risks related to resource allocation and cost control.
  • Ensure all program activities adhere to DoD, AFRL, TMAS, and Canvas contract requirements, including reporting, deliverables, and quality assurance.
  • Maintain contractor interface with senior levels of the customer’s organization, consulting with stakeholders to review task plans and deliverables.
  • Serve as the primary point of contact for Canvas, Torch Technologies, government sponsors, and other subcontractors.
  • Facilitate recurring program meetings, status reviews, and technical interchange sessions with internal and external stakeholders.
