Each Market Sector (MS) Subcontracts Manager will be the ultimate point of contact for the Subcontracts Department within the MS to understand the current and future Subcontracts support needs. This role will oversee subcontracting strategies, monitor subcontracts performance on projects, and ensure projects are executing work in accordance with established Subcontracts processes and procedures. Each MS Subcontracts Manager will be responsible for all Subcontracts professionals working in the MS (field and office). Depending on proposal/project volume in the MS, they would supervise 3-15+ professionals and be accountable for subcontracts performance within their MS.

Requirements

  • BS/BA degree in Construction Management, Engineering, Purchasing, Business, or related field (relevant experience can be substituted for a degree)
  • Minimum 10 years of relevant experience (12 years preferred), including complex negotiations
  • Minimum 3 years of Leadership experience
  • Experience working in the field (1+ full-time field assignment preferred)
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

  • Knowledge of Subcontracts and supply chain industry trends
  • Experience in Subcontracts lifecycle management, including proposal development, subcontract formation, subcontracts administration and closeout/warranty
  • Experience resolving complex subcontract changes, disputes and claims
  • Ability to analyze key performance indicators and proactively resolve negative trends
  • Industry experience within the applicable Market Sector
  • Strong commercial acumen
  • Knowledge of construction means and methods

Responsibilities

  • Liaise with Market Sector & Strategic Growth leadership to understand BD strategy, proposal support, and staffing needs
  • Coordinate with other Market Sector SC Managers and SC Ops Director to manage staffing needs & train subcontracts professionals
  • Collect/review subcontracts KPIs for all projects in the Market Sector; address concerns with Subcontracts leadership & project management
  • Support subcontracts leads in the Market Sector to resolve Subcontracts-related issues
  • Audit projects for compliance with Subcontracts processes and procedures
  • Participate in CRBs and PRBs on proposals with subcontracted scope
  • Support the development & implementation of the Subcontracts MSA Program
  • Supervises work of others. Responsible for hiring, discipline, and pay administration of their subordinates.
