About The Position

ExoTerra is a world leader in solar electric propulsion systems and space exploration satellites. The company develops Hall Thrusters, propulsion modules, microsatellites, and launch vehicle upper stages. We have been awarded multiple propulsion module and satellite contracts. We are seeking a full‑time SubContract Administrator. The hired employee will be responsible for developing statements of work, issuing RFQs, developing subcontractor relationships, developing new vendors, and monitoring subcontract statuses. This position will work closely with the supply chain group and supplier quality teams to implement and develop a robust procurement system. This position is open to candidates ranging from entry‑level to senior‑level experience.

Requirements

Strong knowledge of Government Contracting (FAR, DFARS, ITAR) and acquisition principles, theories, and concepts related to government rules and regulations (DoD, NASA, etc.).
Experience with Statements of Work and SDRL management.
Experience with various contract types.
Must be legally authorized to work in the United States.
Ability to understand complex requirements and develop innovative solutions.

Responsibilities

Develop subcontract specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment, and services supporting development, production, and global sustainment.
Prepare bid packages, conduct bidders’ conferences, develop evaluation criteria, analyze and evaluate proposals, negotiate subcontract provisions, and write subcontract packages for review.
Negotiate and coordinate additions, deletions, or modifications to subcontracts.
Manage major subcontract procurement of complex, mission‑critical hardware and/or services necessary to support assigned programs and proposal activities.
Identify subcontract risks/issues and provide leadership in developing innovative solutions to complex subcontracting requirements.
Represent the organization as the primary subcontract business point of contact to internal and external customers, including presentations as required.
Manage subcontractor performance through weekly status meetings and progress reports; communicate schedule risks and develop recovery plans to meet delivery needs.
Perform other duties as assigned.
