About The Position

Performs complex technical and administrative work anticipating, identifying and implementing preventative maintenance on roads and ditches, addressing citizen complaints, ensuring safety standards are being followed, preparing and maintaining appropriate records, files, repair, and service orders, and related work as apparent or assigned. This position is designated as a safety sensitive position and will be subject to random drug and alcohol screenings under the Town’s Drug-Free and Alcohol-Free Workplace Policy. This position is designated as essential during emergency or disaster situations. Work is performed under the general direction of the Streets Maintenance Superintendent. Supervises assigned personnel.

Requirements

  • Associate’s degree with coursework in road construction, stormwater maintenance, or related field and extensive (6+years) experience in construction, maintenance, planning and design,
  • Possession of an appropriate driver's license valid in the State of North Carolina.
  • Possession of a Class A CDL driver’s license valid in the State of North Carolina.
  • Possession of Confined Space certification.
  • Possession of Flagger certification.
  • Possession of FEMA Class 100 and 700 certifications or the ability to obtain certifications within 6 months of hire.
  • Possession of OSHA 30 certification or the ability to obtain within 1 year.
  • Possession of Public Operator Pesticide License issued by the State of North Carolina or the ability to obtain within 1 year.

  • Ability to establish and maintain effective working relationships with associates, consultants, vendors, engineers, contractors, and the public.

Responsibilities

  • Performs inspections on the condition of Town owned Right of Ways; including asphalt, curbing, sidewalk, subgrade, and storm drains. Prioritizes and coordinates repairs or replacement as necessary.
  • Manages and coordinates daily activities of assigned personnel; prioritizes, assigns, and schedules work orders to crews; assesses and monitors workloads; verifies work upon completion; must be proficient in basic computer skills and Microsoft Outlook.
  • Investigates citizen complaints and inquiries concerning public drainage, asphalt roadways, and various other issues.
  • Coordinates the use of available equipment, materials, and staff to obtain maximum effectiveness and economy.
  • Locates and secures parts, supplies, and equipment as needed; maintains inventory.
  • Manages the maintenance and repair of a variety of automotive and construction equipment and tools.
  • Oversees the repair and maintenance of streets, sidewalks, and infrastructure within right of ways.
  • Leads and supervises the work of the maintenance crew on maintenance projects.
  • Oversees the construction, maintenance, and repair of street signs, catch basins, storm drainpipes, curbs, sidewalks and paths, street stripping, retaining walls, and other infrastructure within Town right of way and maintenance easements.
  • Oversees maintenance activities on Town owned and maintained stormwater control measures.
  • Assists with the recruitment and selection of department personnel; assigns, directs, trains, and inspects the work of staff; disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules, approves leave and ensures coverage for absences.
  • Enforces OSHA safety regulations related to repair and maintenance activities.
  • Maintains up to date knowledge of trends and innovations.
  • Oversees maintenance of records and reports of work requests and repairs made; prepares and maintains files.
  • Performs work after hours, during emergency or disaster situations upon request and as assigned by management.
  • Integrates and aligns with organizational culture and leadership philosophy.
