About The Position

The Portland Bureau of Transportation's (PBOT) seeks a Streetcar Operations Manager who is responsible for overseeing daily operations and security of the Streetcar system. This is a "safety sensitive" position and will be included in a random drug and alcohol testing pool.

Requirements

  • Experience acting as an equitable leader including building strong, supportive, and performance-oriented teams that are collaborative, cooperative, and professional.
  • Experience performing supervisor level tasks for a transportation service, preferably rail operations, and managing personnel in an emergency service environment.
  • Experience delegating and communicating effectively, both verbally and in writing including presenting to diverse stakeholders and the ability to be concise, appropriate, impactful, and professional in all modes of communication.
  • Experience with stakeholder engagement, customer service, and a willingness to meet the needs of the customer.
  • Ability to manage a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
  • Experience interpreting and applying relevant FTA regulations.
  • Ability to read, understand, and develop policies/programs in conjunction with multiple union contracts, City policy, FTA Guidelines, and Oregon SSOA Program Standards
  • Ability to acquire and maintain PTSCTP certification within 3 years.
  • Class C driver’s license
  • Ability to obtain a DOT medical card
  • Ability to obtain Streetcar Operator certificate

Responsibilities

  • Lead, support, and develop multiple programs along with peers, in conjunction with the Streetcar Agency Safety Plan
  • Collaborate the development of policy, schedule, and rules with in coordination with partner TriMet
  • Manage represented and non-represented staff, coach staff, complete performance reviews, delegate tasks, schedule staff s to ensure coverage, and provide leadership.
  • Manage represented TriMet Operators in conjunction with supervisor team, coaching, documenting, ,, and communicating effectively with TriMet management.
  • Monitor daily delivery, provide input, and implement improvements focused on increasing efficiency, and customer service.
  • Develop metrics and key performance indicators, conduct program evaluations and trend analysis, and monitoring program delivery.
  • Streamline field operations: increase productivity, ensure equitable and consistent processes exist ,and promote a positive workplace culture.
  • Develop and reinforce a culture of safety, accountability, professionalism, and deliver excellence with transparent communication and accountability.
  • Conduct budget evaluations and forecasting; evaluate the productivity of work units for cost effectiveness and level of service.
  • Conduct best practice research, business process modernization initiatives, and developing and implementing policies and Standard Operating Procedures.
