About The Position

This is a first-line Supervisory position in the Street Sweeping Department. An employee in this position directs and coordinates activities of personnel engaged in operating street sweepers and occasionally medium and heavy road repair and maintenance equipment or vehicles. The employee in this position is considered essential personnel and will be required to carry a city cell phone for departmental use and be able to respond to emergencies as needed throughout the Department of Public Works.

Requirements

  • High school diploma or general education degree (GED).
  • Four (4) years of related experience and/or training; or equivalent combination of education and experience.
  • Experience with heavy equipment.
  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required.
  • Maryland State Flagger Certification.
  • Maryland State Traffic Control Manager Certification.
  • MDE Erosion and Sediment Control Responsible Personnel Certification.
  • University of Maryland – Maryland Fire and Rescue Institute Confined Space Awareness Certification or the ability to obtain certificate within one (1) year of employment.
  • Ability to read and comprehend operating and maintenance instructions and manuals, short correspondences, and memos in English.
  • Ability to write routine reports and correspondences in English.
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's and perform these operations using units of American money and weight measurement, volume, and distance.
  • Proficient computer skills, with an understanding of Microsoft Office (Word, Excel and Outlook) and the ability to learn new software.
  • Ability to operate a vehicle on a regular basis, observing legal and defensive driving practices.
  • Ability to communicate in a courteous and effective manner.
  • Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
  • Ability to deal with problems involving a few concrete variables in standardized situations.

Nice To Haves

  • Valid MD Class A CDL License with Air Brake and Tanker Endorsement or equivalent.

Responsibilities

  • Plans, coordinates and schedules work for assigned crews.
  • Supervises the proper assignment, maintenance, and repair of equipment as needed.
  • Determines action to be taken in event of emergencies such as machines, equipment, power failure, flood, fire, wind and snow.
  • May be required to create, review and evaluate reports, records, logs and graphs.
  • Supervises, instructs, trains and ensures compliance with operating theory, practices, policies and safety standards.
  • Orders materials and equipment used by the department to complete work.
  • Ensures compliance with standards and regulations of the Industry, Federal, State, County and City Government.
  • Assists with annual written evaluation and reviews results with subordinates being evaluated.
  • Advises Supervisor on items needed for annual budget.
  • Works with vendors to acquire quotes on equipment, supplies, and service needs in the department.
  • Provide input on new hires and participate on interview panel.
  • Safely operates Non-CDL Street Sweeper from either side of a dual-drive vehicle while maneuvering in tight confines.
  • Off-loads sweeping waste at designated disposal site.
  • Learns and follows assigned sweeping routes.
  • Fills sweeper water spray system using fire hydrants.
  • Inspects truck equipment and supplies such as tires, lights, brakes, gas, oil, and water.
  • Maintains truck log, according to state and federal regulations.
  • Makes minor repairs on equipment such as spreaders and snow removal equipment.
  • Performs first echelon maintenance on all assigned equipment, tire chains, light bulbs, oil, antifreeze, air, etc.
  • Occasionally operates other equipment, including but not limited to pickup trucks with or without snowplow and salt spreader, backhoes, skid steers, UTVs, cleaning vehicles.
  • Responds to and addresses initial service calls received by the department and works to resolve the complaints.
  • Performs preventative/routine maintenance and repairs on stormwater and wastewater collection system structures to include, mainlines, services, facilities, gutters, culverts, and other drainage.
  • Assists in conducting inspections of public and private stormwater facilities.
  • Enters data on work completed on spreadsheets and work order software.
  • Access data from inspection software.
  • Set-up work zone and pedestrian controls.
  • Flags traffic is required.
  • Uses hand tools, including but not limited to hammers, wrenches, saws, digging irons, sledgehammers, jackhammers, to maintain, repair, or access stormwater and wastewater collection system structures, mainlines, services, and facilities; and perform maintenance on vehicles.
  • Hauls sand, dirt, gravel, asphalt mixes, trash, and personnel.
  • Plows snow and salts roads and walkways.
  • Operates air tools or light equipment used for stormwater and wastewater utility maintenance operations.
  • Maintains telephone or radio contact with supervisor to receive instructions.
  • Reads and understands Utility and Site Plan Maps, both paper and electronic.
  • Establishes and maintains effective working relationships, and communicates with City officials, co-workers, vendors, and the public.
  • Loads and unloads stone, gravel, dirt, asphalt, timber, and heavy mechanical equipment.
  • Enters and performs work in confined spaces.
  • Performs maintenance work such as setting forms and inlets, curbs and gutters, digs ditches, and places brick and concrete.
  • Occasionally provides work directions to a small crew as directed by the department Superintendent.
  • Ensures that the street sweeping garage is kept clean and all spill related containment is in good condition.
  • Performs other duties as assigned.
  • Assists with supervision of the employees in the Street Sweeping Department.
  • Assists with supervision responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities may include interviewing, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
