About The Position

The Strategy Program Manager is responsible for overseeing the development, coordination and implementation of the Jefferson County strategic plan and supporting all aspects of the County’s strategic planning initiatives. Provides high level assistance to the Budget & Strategy Director to implement the strategy and vision of the County’s leadership. This position typically operates on a 4-day work week and is hybrid, allowing for in-office and remote work determined by business need.

Requirements

  • Bachelor’s degree
  • Five (5) years of work-related experience
  • Criminal History and MVR Background Checks are required for every position.
  • Offer of employment is contingent upon successful completion of criminal history, motor vehicle report, education verification, and/or references.
  • A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle shall have a Colorado Driver’s license within 30 days of hire or beginning to serve as an intern or volunteer.

Responsibilities

  • Plans, organizes, and coordinates the development, preparation, implementation, and evaluation of the county's strategic plan.
  • Develops policies, procedures, and forms for the preparation, administration and measurement of key performance indicators.
  • Conducts complex analytical modeling and data analysis.
  • Prepares, submits, and updates the strategic plan in accordance with county leadership directives.
  • Performs highly responsible, complex, and varied analytical work related to overall county strategic plan and outcome objectives; conducts operational and fiscal analysis, and other complex analyses; evaluates impact of new or proposed programs and legislation priorities, and coordinates activities of the county strategic plans with other departments, divisions, and outside agencies.
  • Assists in the development of strategic financial and operational policies and the implementation of best practices.
  • Monitors and analyzes strategic plan outcome measures and key performance indicators through cross functional collaboration to ensure consistency in planning, tracking, and reporting of strategic initiatives.
  • Facilitates the development of Jefferson County’s comprehensive strategic plan.
  • Evaluates and develops recommendations related to resource allocation decisions and prioritization.
  • Prepares and manages a comprehensive dashboard and a variety of schedules for the countywide strategic plan, and ad hoc analyses as requested.
  • Assists management, executive leadership, and department staff by providing general and specific strategic outcome information and operational analysis.
  • Works with department heads and elected and appointed officials to develop performance measures and seek ongoing cost efficiencies.
  • Monitors legislation, regulatory changes, and best practices related to public agency strategic development.
  • Maintains current knowledge of industry standards in strategic planning and attends professional development and training to stay current on subject matter expertise.
  • Collaborates with senior budget analysts within division for budgetary impacts and financial analyses associated with strategic planning initiatives.
  • Leads staff committee in creation of key performance metrics and facilitates committee meetings, discussions and communication to residents and community partners.
  • Plans and coordinates the annual strategy meeting with the Board of County Commissioners to present progress, gather input, and identify priorities for the upcoming planning cycle.
  • Supports the director in aligning countywide budget priorities and budget presentation with the countywide strategic plan.
  • Coordinate Capital Improvement Plan (CIP) process and facilitate CIP Advisory Committee for prioritization and presentation in collaboration with senior budget analysts within the division.
