About The Position

TC Energy’s External Relations group in Canada is currently looking to hire a Strategist, Public Support & Advocacy, based in Vancouver, B.C. or Ottawa, O.N. This role will strengthen public understanding and support for major projects by advancing strategic campaigns to inform and mobilize key audiences and stakeholders. It supports the External Relations team in B.C. by translating project objectives, emerging issues, and public sentiment into coordinated approaches that build and sustain support. The Strategist will have the ability to make a real impact on the success of major projects in B.C. by helping to shape an external environment that accelerates nationally important infrastructure critical to Canada’s economic sovereignty and local prosperity. The role operates in a dynamic and often high-scrutiny environment, requiring strong judgment, adaptability, and comfort navigating divergent public and stakeholder perspectives.

Requirements

  • Post-secondary education (degree or diploma) in Communications, Political Science, International Relations, Public Policy, Journalism, or a related field; equivalent experience will be considered.
  • 3+ years of relevant experience in communications, public engagement, political or grassroots organizing, public opinion research, or other public affairs roles.
  • Demonstrated ability to translate complex, technical, or sensitive topics into clear, compelling narratives for diverse audiences.
  • Strong stakeholder engagement and relationship-management skills, with experience working across multiple teams or organizations.
  • Analytical mindset with experience interpreting public opinion data, media coverage, or engagement metrics to inform strategy.
  • Excellent written and verbal communication skills, with sound judgment in high-profile or contentious environments.
  • Have current, valid authorization to work within Canada.
  • Occasionally be available for extended work hours outside of standard business hours, call-out support and emergency support

Nice To Haves

  • Experience supporting large-scale projects, public policy initiatives, or regulated industries, especially in British Columbia.
  • Exposure to campaign-style planning, issue management, or reputation risk mitigation (public, political, or corporate contexts).
  • Familiarity with public opinion research methods, message testing, or audience segmentation.
  • Experience working with external partners such as communications firms, think tanks, business groups, or community organizations.
  • Comfort operating in fast-moving environments with evolving information and competing priorities.
  • Demonstrated ability to maintain trusted relationships and to operate with a high degree of discretion.

Responsibilities

  • Shape public narratives: Develop compelling messaging frameworks and campaign strategies that align with project priorities and reflect evolving public sentiment, community interests, and external dynamics.
  • Precision execution: Design and sequence campaign plans against key project stages and significant external events or risks, including periods of heightened scrutiny, ensuring the right message reaches the right audience at the right time.
  • Enable integrated execution: Work closely with teams across External Relations to shape, coordinate, and enable execution by equipping them with the experience, tools, and resources needed to deliver against campaign plans.
  • Build enduring external relationships: Cultivate trusted relationships with external organizations, community stakeholders, and external experts who contribute to informed public dialogue on energy, infrastructure, and economic development.
  • Monitor the external environment: Track emerging issues, narratives, and stakeholder activity to inform proactive responses.
  • Measure and communicate impact: Define campaign performance indicators, track wins, learn from misses, and communicate insights to inform decisions, demonstrate value, and adjust strategy in real time.
