About The Position

Under supervision of the Community Engagement Manager, advocates for strategies to improve population-level health utilizing evidence-based practices. Leads efforts to assess, develop, and coordinate plans and systems to support public health initiatives. Promotes health in the community with a primary focus on both internal and external stakeholder engagement and policy efforts. Develops and sustains a variety of community engagement projects to address emerging and existing public health priorities to address the leading causes of illness, injury, and premature death in Brown County. Maintains a health equity and quality improvement perspective when assessing and collaborating within complex community systems. Specific objectives for the Public Health Strategist may be linked to funding source. Examples of funded initiatives include, but are not limited to: Environmental Health, Emergency Preparedness, Chronic and Communicable Disease Prevention and Early Detection, Mental Health, Injury Prevention, Early Childhood Initiatives, Collaborative Community-Based Initiatives, Emerging Health Priorities as Identified.

Requirements

Bachelor's Degree in Public Health or related field such as public administration, human development, psychology, nursing, education or others; and at least three (3) years of experience in Public Health or related field; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills, and abilities.
Valid Wisconsin Driver's License
Current relevant certification as specified by position or ability to obtain necessary certifications
Ability to communicate effectively both orally and in written materials with medical providers, educators, other staff members, students, community groups, partner agencies, news media, and the public.
Familiarity with PDSA (Plan, Do, Study, Act) or similar quality improvement models and ability to implement quality improvement processes.
Familiarity with development of print materials and related design software.
Ability to creatively develop concepts and materials that are health literate and engage diverse audiences meaningfully.
Ability to define public health problems, collect and analyze data, and draw valid conclusions.
Ability to integrate a trauma-informed perspective when interacting with stakeholders and co-workers.
Ability to complete the objectives of assigned projects as dictated by the funding agency.
Skillful in establishing, building, and maintaining community partnerships.
Ability to engage in public speaking and make public presentations.
Ability to maintain data and develop reports, monitoring progress towards set goals.
Ability to advocate for strategies related to program goals.
Ability to be creative in identifying outreach and coalition building strategies.
Ability to establish and maintain effective working relationships with staff, community professionals and the public.
Ability to adapt to changing programming and workplace priorities.
Knowledge of and ability to utilize a computer and the required software.
Participates in departmental/community training/drills/exercises to prepare for and respond to public health threats in accordance with county and departmental emergency response plans in support of public health emergency and disaster preparedness.
Performs public health emergency response duties as assigned in response to threats to the public's health.
Ability to work the required hours.

Responsibilities

Performs functions as specified by funding mandates and/or public health priorities, including Community Health Assessment and Improvement (CHA/CHIP) processes.
Advocates for strategies to address and improve upon leading causes of illness, injury and premature death in the community.
Analyzes public health data and translates findings to a variety of audiences, including in depth and meaningful analysis of health disparities.
Factors the social determinants of health into decision making related to prioritization of public health initiatives.
Researches and implements evidence-based strategies to improve community health.
Develops and implements outreach/marketing plans for public health initiatives.
Evaluates the effectiveness of program activities including outcomes measurement to demonstrate value of public health initiatives in the spirit of continuous quality improvement.
Conducts assessments, asset mapping, and gap analysis activities in partnership with relevant community initiatives.
Develops work plans, SMART objectives, and other planning documents to address identified community health needs in alignment with any relevant funding sources.
Coordinates and/or facilitates coalition meetings and other community engagement events.
Utilizes design skills to develop evidence-based program materials that focus on health literacy, for use by community members and other professionals.
Educates stakeholders on the adoption of sound public health policies.
Communicates with staff, community members, partner agencies, and media as needed related to public health initiatives.
Maintains and prepares records and reports per relevant funding requirements.
Reaches and engages diverse audiences in ways that are inclusive and do not discriminate to ensure full access to programs, facilities, and educational services.
Disseminates information to the public through presentations, news releases, web sites, social media, media interviews, and others as identified.
Facilitates local, regional, and statewide public health committees and coalitions as needed.
Identifies funding opportunities and develops grant applications following Brown County policies.
Engages in ongoing professional development opportunities.
Monitors compliance with local, state, and federal standards.
Provides information, referral, and follow-up services as dictated by program area.
Represents Brown County Public Health at community events as needed.
Performs other public health duties as assigned.
