The Strategic Sourcing Specialist plays a vital role in the procurement process, responsible for creating, issuing, and managing purchase orders for materials and services in accordance with BWXT and government policies and requirements. This role requires a proactive, detail‑oriented professional committed to optimizing supplier performance, ensuring timely delivery, and supporting cost efficiency and strategic sourcing initiatives.

Requirements

  • Bachelor’s degree in Supply Chain Management, Business Administration, or a related field.
  • At least 10 years of relevant experience in strategic sourcing, procurement, or supply chain management, with an emphasis on government contracting.
  • Extensive knowledge of FAR and DFAR requirements.
  • Strong analytical and problem‑solving abilities, with exceptional attention to detail and proficiency in cost analysis.
  • Excellent negotiation, communication, and interpersonal skills for effective engagement with suppliers and internal partners.
  • Proficient in Microsoft Office Suite and experienced with procurement systems and software.
  • Ability to manage multiple priorities and thrive under tight deadlines in a fast‑paced environment.
  • Proactive approach with a focus on continuous improvement and strategic decision‑making.
  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a DOE Q clearance.

  • Master’s degree or relevant certification (e.g., CPSM, CIPS).

Responsibilities

  • Create, issue, and manage purchase orders for materials and services in alignment with BWXT and government policies and requirements.
  • Monitor purchase order progress from issuance through delivery, ensuring timelines and compliance are met.
  • Research and select suppliers based on qualifications, capabilities, and alignment with BWXT’s strategic objectives.
  • Request and evaluate supplier quotations, analyzing pricing to ensure competitiveness and value.
  • Lead supplier negotiations to secure favorable terms and pricing while meeting legal and regulatory requirements.
  • Partner with the assigned Category Manager to execute contracts aligned with organizational strategies.
  • Manage supplier performance by establishing KPIs and conducting regular performance evaluations.
  • Address supplier issues promptly and implement corrective actions to maintain 100% on‑time delivery and quality.
  • Prepare comprehensive weekly reports tracking requisitions, purchase orders, supplier acknowledgments, invoices, and payments.
  • Perform root cause analysis on delays, quality concerns, and cost variances; develop corrective actions with cross‑functional teams.
  • Collaborate with subcontracts, supply chain, program management, and quality assurance teams to align procurement priorities with customer needs.
  • Participate in cross‑functional meetings to review supplier performance, discuss procurement strategies, and identify improvements.
  • Identify and implement continuous improvement opportunities to enhance procurement processes, improve efficiency, and reduce costs.
