About The Position

This role focuses on leading program-level financial performance routines, including budget tracking, variance analysis, and corrective action plans. The Strategic Program Manager will develop business cases and financial impact assessments for Medicaid initiatives, support forecast inputs by monitoring operational and programmatic drivers, and collaborate with various departments such as Finance, Actuarial, Provider Operations, Health Management, Compliance, and IT to translate insights into actionable strategies. The position also involves creating executive-level dashboards and decision materials, designing and managing cross-functional initiatives to improve affordability, efficiency, and performance outcomes, and applying continuous improvement methods. Additionally, the role requires ensuring alignment with external requirements (CMS/DHS/MQD) and priorities, supporting documentation for audits, and mentoring analyst and program manager resources on standards for documentation, analysis quality, and accountability.

Requirements

  • Bachelor's degree and six years of related experience in Medicaid/managed care, healthcare operations, program performance, finance, or analytics.
  • Three years of experience leading complex projects and developing business recommendations.
  • Strong analytical and project management skills; ability to communicate complex information clearly and concisely to leadership.
  • Working knowledge of regulated program requirements and documentation standards.
  • Good working knowledge of Microsoft Office applications to include Word, Excel, PowerPoint, and Outlook.

Responsibilities

  • Applies continuous improvement methods to streamline workflows, reduce administrative burden, and enhance program effectiveness.
  • Ensures initiatives and investments align with CMS/DHS/MQD requirements and QUEST priorities; supports documentation for audits/reviews as needed.
  • Mentors analysts/PM resources, reinforcing standards for documentation, analysis quality, and accountability.
  • Performs all other miscellaneous responsibilities and duties as assigned or directed.
