About The Position

The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse. The Ministry of Children & Family Services is seeking a highly motivated Strategic Planning & Reporting Advisor to play a central role in coordinating ministry-wide business planning, performance measurement, and public accountability processes—including Public Accounts and Deputy Minister commitments. Reporting to the Manager of Strategic Planning & Reporting, this position plays a central role in providing expert guidance to divisions across the ministry, ensuring high-quality planning and reporting deliverables that demonstrate transparency, accuracy, and accountability. You will navigate diverse and often sensitive issues, build effective internal networks, and support data-driven decision-making through research, analysis, and project management. Requirements

  • University graduation in a related field (Public Administration, Business Administration, Communication, Social Services) plus 4 years progressively responsible related experience; or equivalent as described below.
  • Equivalencies: Directly related experience or education considered on the basis of: 1 year of experience for 1 year of education; or 1 year of education for 1 year of experience.

Nice To Haves

  • Strong knowledge of strategic, business, and operational planning theories and practices, with hands-on experience in the GoA business planning cycle and annual reporting processes.
  • Skilled in conducting qualitative and quantitative research, applying sound methodologies, data analysis, and synthesizing findings into actionable recommendations for senior management.
  • Demonstrated understanding of project management principles and ability to manage complex projects across multiple priorities.
  • Culturally aware and sensitive to the needs of diverse client groups including children, youth, families, and Indigenous communities, ensuring inclusive and appropriate planning approaches.
  • Proficient in Microsoft 365 and related tools (Outlook, Word, Excel, PowerPoint) to support documentation, analysis, and communication tasks.

Responsibilities

  • Lead Ministry Business Planning & Strategic Alignment: Coordinate the full ministry business planning cycle by collecting, consolidating, and analyzing inputs from divisions; develop the ministry’s strategic and business plans; and ensure alignment with GoA standards, accountability requirements, and government-wide priorities.
  • Drive Reporting, Performance Measurement & Public Accountability: Lead the development of major accountability documents—including the Annual Report—and coordinate timely reporting on progress toward priorities. Support the development of performance metrics to demonstrate program effectiveness and impact.
  • Facilitate Engagement & Strategic Conversations with Leadership: Organize and facilitate planning sessions with senior and executive leadership, transforming divisional goals into operational plans. Support staff engagement in planning processes through innovative approaches that connect ministry initiatives to outcomes for vulnerable Albertans.
  • Provide Expert Advice on Strategy, Planning, and Evaluation: Offer technical guidance on strategic planning, operational planning, performance measurement, and evaluation. Conduct complex analysis using research, trends, stakeholder feedback, and jurisdictional comparisons to support informed decision-making.
  • Build Strong Internal & External Collaboration Networks: Establish and maintain influential relationships across the ministry, Communications, Corporate Finance, Treasury Board & Finance, the Office of the Auditor General, and cross-government working groups to ensure consistency, transparency, and accuracy in planning and reporting materials.
  • Support Team Operations & Capacity Building: Provide day-to-day support to the Manager and team, including coaching colleagues, contributing to process improvements, sharing best practices, and representing the team on committees. Step in for the Manager as needed to ensure continuity of deliverables.
