About The Position

Amnesty International Canadian Section (English Speaking) is seeking proposals from qualified consultants or firms to conduct a focused mid-cycle review of its 2022–2030 Strategic Plan. The purpose of this consultancy is to provide leadership and governance with a clear, evidence-based progress review of impact to date. This includes identifying key achievements, gaps, risks, and proposing adjustments for consideration to successfully implement the strategy through 2030. The scope of work will also include impact reporting for the year 2025-2026. The review must integrate an Anti-Racism and Anti-Oppression (ARAO) lens throughout the process.

Requirements

  • Qualified consultant or firm.
  • Experience with strategic reviews or mid-cycle assessments of comparable scope and complexity.
  • Lean and fit-for-purpose methodology.
  • Clarity, proportionality, and efficiency of the proposed approach.
  • Ability to generate meaningful insight without undue burden.
  • Demonstrated experience in assessing impact with communities.
  • Demonstrated experience integrating ARAO principles in strategic review.
  • Ability to understand impact.
  • Ability to deliver within the August–October 2026 timeline.
  • Cost-effectiveness and value for money.
  • Alignment between level of effort, deliverables, and budget.
  • Proposals should include an overview of the consultant or firm.
  • Proposals should include relevant experience and examples of at least three comparable work samples.
  • Proposals should include proposed methodology and workplan.
  • Proposals should include timeline and availability.
  • Proposals should include references.
  • Proposals should be submitted as a single PDF.

Responsibilities

  • Conduct a focused mid-cycle assessment of Amnesty International Canada’s 2022–2030 Strategic Plan.
  • Capture progress to date, key enabling conditions, and practical adjustments required for the second phase of the strategy.
  • Evaluate success and path forward within the rapidly evolving political, economic and social context in Canada and globally.
  • Review strategic plan materials and background documentation provided by Amnesty International Canada.
  • Develop a lean assessment framework and workplan, validated with the project at initiation.
  • Undertake limited but qualitative stakeholder engagement, including key interviews with rights holders, partners, activists, community members, and Amnesty Canada’s teams.
  • Assess progress against strategic priorities, intended outcomes, and major milestones, focusing on areas of progress, improvement, and emerging risks/opportunities.
  • Integrate an Anti-Racism and Anti-Oppression (ARAO) lens throughout the review, including free, prior and informed consent in stakeholder interviews.
  • Propose a Theory of Change and implementation framework for the second half of the cycle.
  • Advise on effective ways to capture and report the review findings in public-facing annual reporting.
  • Deliver a concise project workplan and assessment framework.
  • Deliver a draft report.
  • Deliver a final strategic review report synthesizing findings and insights, with recommendations for 2026-2030.
  • Deliver a presentation and debrief session with Senior Leadership and the Board of Directors.
