About The Position

Under the general direction of the Building Official, performs supervisory and administrative work in inspection and permit issuance as well as enforcement of local and state laws concerning the construction, alteration and demolition of buildings and structures; issues all types of permits to include residential, commercial and electrical/mechanical; does related work as required. The Coordinator of Inspections and Plan Review is authorized to serve as an acting Chief Building Official during his/her absence. Supervision Received: Under the general direction of the Chief Building Official. Supervision Exercised: Trains and supervises, under the direction of the Chief Building Official, a subordinate staff in the effective compliance of the applicable codes and regulations. Supervises the day to day field inspection activities and the orderly flow of work assigned.

Requirements

  • Thorough knowledge of state and local laws and regulations governing building construction, usage and occupancy.
  • Thorough knowledge of the principles and practices of structural engineering and general building construction.
  • Ability to plan and coordinate the work of others.
  • Ability to analyze and interpret complex construction plans and specifications.
  • Ability to read and understand complex reading material.
  • Ability to interrelate well with the general public, contractors, building owners and city officials.
  • Ability to perform research and prepare comprehensive technical reports.
  • Ability to use computer-based technologies and the Internet to streamline operations.
  • Ability to analyze data and present them effectively to obtain desired results.
  • Graduation from an accredited college or university with a Bachelor’s Degree in Engineering, Architecture, civil technology, urban planning or a related field.
  • Seven (7) years of progressively responsible experience in the field of building construction, building inspection, plan review and/or architecture design.
  • At least two (2) years shall have been in a supervisory capacity.
  • At time of appointment, possession of a valid motor vehicle operator’s license.
  • Possession of a State of Connecticut Assist Building Official’s Certification.
  • Applicants must attach a copy of their license to the application.

Responsibilities

  • Trains and supervises, under the direction of the Building Official, a subordinate staff in the effective enforcement of the applicable laws and codes.
  • Assumes the duties of the Chief Building Official in the event of his/her absence, or as directed.
  • Organizes, schedules and monitors the day to day field inspection activities.
  • Organizes, schedules and monitors the orderly flow of work assigned to the Plan Review Section.
  • Supervises and monitors the issuance of all construction permits.
  • Analyzes complex technical data and prepares written reports/comments to architects, engineers, contractors, private developers, consultants and homeowners.
  • Assigns inspections to the electrical and building inspection staff and monitors their workload.
  • Periodically makes follow-up inspections to evaluate performance and proficiency of subordinates.
  • Performs inspection assignments of a more difficult nature.
  • Reviews and approves field inspection reports and records.
  • Reports all code violations to the Building Official and recommends action to be taken.
  • Conducts emergency inspections when necessary and recommends condemnation of faulty and unsafe building construction.
  • Advises and assists staff on complex problems and prepares necessary daily, weekly, monthly and annual progress reports.
  • Conducts investigation of complaints, dispatches inspectors when necessary and takes appropriate action to close out the complaints.
  • Represents the department as directed at various Board hearings and/or courts of law.
  • Assists in the preparation of the budget.
  • Responds to referrals made by outside bureaus, boards and agencies including the City Fire Marshall’s office, Health, Zoning and Police Departments.
  • Oversees the Building Department staff sign off on Building and Trade permits.
  • Performs field inspections to confirm compliance.
  • Periodically perform follow-up inspections to evaluate compliance.
  • Meets with developers, design professionals and contractors to review project and scope of work, identifies potential code violations, supplies pertinent resource information and discusses applicable courses of action.
  • Generate review comments and/or approves plans, field inspection reports and records.
  • Advises and assists staff on complex problems, conducts internal meetings and prepares daily, week, monthly and annual reports.
