About The Position

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Strategic Initiatives Coordinator position within the Office of Disability Services Coordination (ODSC) within the Chief Program and Services Office. The position reports to the Director of ODSC. ODSC’s mission is to identify and implement long-term, system-wide improvements to the delivery of health and human services for people with disabilities through strategic coordination and collaboration. The Strategic Initiatives Coordinator performs highly advanced (senior-level) consultative services and technical assistance supporting ODSC initiatives.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree with at least 5 years’ full-time experience with project management, policy analysis, report development, strategic outcomes, organizational development, or community organizing; Graduate degree may be substituted for the required experience, with at least 2 years’ full-time experience.
  • Experience in contract development, support or management.
  • Knowledge of issues, values and priorities of the disability community; such as person-centered practices.
  • Knowledge of contract development and management principles.
  • Knowledge of program management processes and techniques.
  • Knowledge of state HHS programs.
  • Knowledge of state and federal statute, rules, regulations, and guidance relevant to disability related program areas.
  • Skill in problem solving and independent decision-making.
  • Skill in communicating effectively orally and in writing.
  • Skill in synthesizing complicated and technical information and into concise materials.
  • Skill in strong analytical and writing skills.
  • Skill in using personal computer application software, specifically spreadsheets or grant/contract development or management software.
  • Ability to coordinate the collection, organization, analysis, and development of high-level information.
  • Ability to communicate effectively orally and in writing.
  • Ability to independently prioritize time and manage multiple project deadlines.
  • Ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and to establish and maintain effective working relationships to develop solutions.
  • Ability to serve as a lead worker providing direction to others.

Nice To Haves

  • Contract management certification (CTCM) preferred.
  • Previous experience working in health and human services preferred.

Responsibilities

  • Serves as the lead on collection, organization, analysis, and development of materials associated ODSC led reports, stakeholder engagement, and agency memoranda. Includes efforts such as the Promoting Independence Initiative, Disability Listening Sessions, Person-Centered Practices, and coordinating a study on transportation services in Home and Community-Based Services programs. (45%)
  • Collaboration with project management as the lead in contract and grant management support specific functions. This includes ensuring ODSC success in obtaining and administering grant-funded initiatives and other federally funded initiatives supporting persons with disabilities (35%).
  • Analyzes legislation and/or internal and external reports or materials to develop recommendations for policy in programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding; and assists in responding to legislative and external inquiries and requests as requested (10%).
  • Informs and develops program policies, activities and initiatives with strategic intent to develop department level and system-wide improvements, and in accordance with program objectives and goals. (10%).
  • Coordinates the collection, organization, analysis, and development of materials such as ODSC led reports, memoranda, analyses, and communication for ODSC, including requests from HHS program areas or agency leadership, and stakeholder, media and legislative inquiries.
  • Performs contract development support functions for ODSC, including drafting statements of work, requests for proposals, requests for information, needs assessments, and review of documentation required for contract development and oversight.
  • Performs and/or oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.
  • Provides high-level advice and counsel to ODSC director, in accordance with agency strategic goals and objectives. Recommends appropriate actions to ensure compliance with strategic goals and objectives.
  • Participates as an active member of agency meetings, briefings, and workgroups related to disability services. May represent ODSC in appropriate meetings, provides oral presentations, and/or written materials, as appropriate.
  • Provides consultative and technical support to agency program staff and external partners on disability issues.
  • Serves as the lead worker on ODSC projects as assigned, setting goals and objectives, making assignments, providing direction, and review and approving work products of others.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
