Leidos QTC Health Services is seeking a Strategic Growth and Capture Lead to support the business development and capture activities within the Federal Occupational Health and Rural Health marketspaces. This role is focused on identifying, qualifying, and winning new business opportunities across DoD, Federal Occupational Health, and Rural Health (VA and Commercial). The Growth Leader will lead the pursuit of priority opportunities, shape customer requirements, and position Leidos QTC’s integrated healthcare and technology solutions to achieve a high win probability. This position requires a proven professional with strong experience in capture management, customer engagement, and competitive positioning. The Growth Leader will collaborate closely with operations, clinical, technology, and proposal teams to develop winning strategies and proposals that address the unique challenges of occupational health, including access, staffing, and regulatory compliance. Success in this role will directly contribute to the growth and expansion of Leidos QTC’s Managed Health portfolio in support of service members, federal employees, and veterans.

Requirements

  • Bachelor’s degree in Engineering, Business, Healthcare Administration, or a related field with 15+ years of relevant professional experience; or 13 years of professional experience with a related Masters degree.
  • Capture Success: Proven track record of leading and winning captures across a variety of acquisition sizes, with documented experience shaping opportunities and influencing acquisition strategies.
  • Customer Access: Demonstrated ability to build and maintain trusted relationships with senior federal stakeholders, including program executives, and contracting officials.
  • Competitive Insight: Strong understanding of capture processes, pricing strategies, competitive assessments, and teaming approaches in federal healthcare markets.
  • Collaboration & Leadership: Ability to lead cross-functional teams through the full capture lifecycle, including strategy development, customer engagement, call plan execution, proposal support, and gate reviews.
  • Analytical Skills: Proven ability to analyze budgets, market trends, and customer priorities to identify growth opportunities and position differentiated solutions.
  • Communication: Exceptional written and verbal communication skills, including experience developing and delivering compelling presentations in both in-person and virtual environments.
  • Independence: Self-starter with the ability to manage multiple pursuits independently, prioritize competing demands, and execute capture plans with minimal oversight.
  • Clearance/Eligibility: Must be a U.S. Citizen and able to obtain a Public Trust or security clearance if required.

Nice To Haves

  • Experience: Minimum 10 years of relevant experience in federal healthcare markets with a focus on capture management in Occupational Health or related federal health domains (VA, DoD, Federal Occupational Health, CMS).
  • Market Knowledge: Strong knowledge of federal healthcare programs, policies, and regulatory requirements (e.g., VA, DoD, Federal Occupational Health, CMS, HIPAA, Joint Commission).

Responsibilities

  • Growth Leadership & Opportunity Pursuit Lead the full BD lifecycle across new business opportunities in the Occupational and Rural Health marketspace, with a focus on DoD, VA and other federal health agencies.
  • Develop and execute capture strategies that increase win probability, ensuring alignment with QTC’s operational expertise and Leidos’ technology capabilities.
  • Shape opportunities by engaging early with customers to understand mission needs, acquisition approaches, and procurement timelines.
  • Lead capture activities including strategy workshops, gate reviews, competitive assessments, black hat sessions, and proposal reviews.
  • Customer Engagement & Market Insight Build and sustain trusted relationships with government stakeholders, industry partners, and teaming collaborators within occupational health domain.
  • Conduct structured call plan development and execution, providing detailed follow-up reports to drive opportunity advancement.
  • Perform market research and analysis to qualify opportunities, including assessment of customer budgets, acquisition strategies, competitive environment, and incumbent positioning.
  • Represent LQTC at customer engagements, industry forums, and stakeholder events to increase visibility and strengthen positioning Cross-Functional Collaboration & Execution Coordinate with operations, clinical, growth, and technology leaders to develop differentiated solutions that address access, staffing, and technology adoption challenges in occupational health.
  • Partner with proposal teams, pricing, and corporate functions to align resources, investments, and bid strategies in support of growth objectives.
  • Track capture progress against defined milestones, providing regular status updates and briefings to senior management.
  • Conduct after-action reviews for completed pursuits to capture lessons learned and refine capture practices for future opportunities.
