About The Position

JCS Solutions is seeking a customer-focused Strategic Communications Manager to support the Air Force National Capital Region (AFNCR) Information Technology Services (ITS) program supporting operations at Joint Base Andrews (JBA), MD, Joint Base Anacostia-Bolling, DC, and the Pentagon. In this role, you will support the Government by developing, maintaining, and improving communications strategies that enhance visibility, understanding, and adoption of IT services across the AFNCR. The successful candidate will partner with leadership, communications squadrons, and stakeholders to develop strategic messaging, improve customer experience initiatives, and strengthen engagement across the Air Force District of Washington (AFDW). This position plays a key key role in aligning communications efforts with Department of the Air Force information technology objectives while ensuring consistent, effective communication throughout the organization.

Requirements

  • Bachelor's degree and 8-12 years of relevant experience, or Master's degree and 6-10 years of relevant experience. Additional years of experience may be substituted for a degree.
  • Experience supporting military or government organizations.
  • Familiarity with defense communication strategies, operational security principles, and public affairs practices.
  • Demonstrated ability to develop and execute long-term strategic communication plans aligned to organizational objectives.
  • Knowledge of digital communication platforms and associated cybersecurity considerations.
  • Strong leadership, stakeholder engagement, and cross-functional collaboration skills.
  • Excellent written and verbal communication skills.
  • Strong organizational and planning capabilities.
  • Active DoD Secret security clearance required prior to start date.
  • DoD 8140 qualification required prior to onboarding; Cyber 101 certification is sufficient for this administrative position.

Nice To Haves

  • Degree in Communications, Public Relations, Journalism, or a related discipline.
  • Advanced degree in a related field.
  • Experience managing crisis communications and communicating sensitive information in high-pressure environments.
  • Strong public affairs or public relations background.
  • Experience supporting media relations, press engagement, briefing protocols, and public messaging activities.
  • Eight or more years of military service experience.
  • Experience supporting the Air Force National Capital Region (AFNCR).
  • Strategic Communication Management Professional (SCMP®), Communication Management Professional (CMP®), or similar industry certification.

Responsibilities

  • Develop and maintain a strategic communications plan supporting the 844th Communications Group and Air Force District of Washington objectives.
  • Develop and implement communication strategies that support 844th Communications Group operations and policy goals.
  • Coordinate messaging across squadrons, bases, and departments to ensure consistent internal and external communications.
  • Advise leadership on communication best practices, stakeholder engagement, and strategic messaging.
  • Support alignment with Department of the Air Force information technology priorities through integrated communications initiatives.
  • Train personnel on effective communication techniques and communication best practices.
  • Maintain a visible on-site presence within Base Communications Squadrons to engage leadership, understand mission impacts, communicate program capabilities, and strengthen partnerships between the Air Force and support teams.
  • Assist the User Experience (UX) Manager in delivering strategic UX initiatives and projects.
  • Ensure communications plans enhance customer experience and support achievement of customer expectations and organizational goals.
  • Develop and maintain newsletters that increase awareness and utilization of Information Technology Services throughout the Air Force National Capital Region.
  • Create Notifications to Airmen (NOTAMs) and other communications materials to inform users of service interruptions, planned changes, and service updates.
  • Develop flyers, marketing materials, and awareness campaigns supporting communications squadron initiatives and IT service changes.
  • Provide continuous process improvement analysis in support of AFNCR ITS services and communications efforts.
