About The Position

Under executive direction, plans, directs, and evaluates the operation, inspection, maintenance, repair, and improvement of the City’s stormwater management system. The position provides strategic and operational leadership for stormwater conveyance assets, drainage facilities, water-quality infrastructure, field crews, inspection programs, regulatory compliance, emergency response, and contracted services. Work requires considerable independent judgment, coordination across City departments and outside agencies, and accountability for safe, reliable, cost-effective service delivery.

Requirements

High school diploma or equivalent required.
Ten (10) years of progressively responsible operational experience in stormwater, drainage, utilities, public works, civil infrastructure, environmental compliance, construction, or a closely related field, including at least five (5) years in a supervisory or management capacity.
Relevant college education may substitute for a portion of the required nonsupervisory experience.
Education may not substitute for the required five (5) years of supervisory or management experience.
Valid Florida driver license, or ability to obtain one within a timeframe established by the City, with an acceptable driving record.
Must obtain and maintain stormwater, erosion and sediment control, confined-space, maintenance-of-traffic, or other job-related certifications when required by the City or assigned duties.
This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City’s current Drugs and Alcohol policy.
During occasions of local emergencies, this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members.
Requires exerting up to 25 pounds of force occasionally, and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Visual Acuity: Ability to maintain visual acuity sufficient to inspect stormwater infrastructure, read plans, specifications, technical documents, maps, computer screens, gauges, measurements, and other work-related materials. Ability to distinguish colors, depth, and spatial relationships as necessary to safely perform field inspections and operational duties.
Walking: Moving about on foot to accomplish tasks, including walking through drainage facilities, construction areas, rights-of-way, easements, undeveloped areas, and other work sites. Ability to walk on uneven, wet, muddy, or unimproved terrain and to travel between work sites as necessary to conduct inspections, assess conditions, and oversee stormwater operations.
Climbing: Ascending and descending stairs, ladders, ramps, embankments, and similar structures as necessary to access stormwater infrastructure and work sites. May require occasional access to drainage structures, elevated areas, or other locations requiring climbing or maneuvering over obstacles.
Feeling: Perceiving attributes of objects, such as size, shape, temperature, texture, and condition by touching with the hands and fingers, particularly when inspecting equipment, structures, materials, or infrastructure.

Field and Environmental Conditions: Ability to work outdoors and in varying weather conditions, including heat, humidity, rain, wind, and other conditions associated with stormwater operations and emergency response. Ability to work in or around construction areas, drainage facilities, standing water, vegetation, mud, uneven terrain, traffic, heavy equipment, and other potentially hazardous field conditions while following established safety procedures.
Emergency Response: Ability to respond to stormwater emergencies, including flooding, severe weather, infrastructure failures, and other urgent conditions, which may require extended periods of standing or walking, travel between work sites, and working outdoors under adverse conditions.
Confined Spaces and Excavations: Ability to safely access or inspect confined spaces, excavations, trenches, drainage structures, or similar facilities when required by assigned duties and in accordance with applicable safety procedures, training, and equipment requirements.

Nice To Haves

Bachelor’s degree from an accredited college or university in civil or environmental engineering, environmental science, public administration, construction management, business administration, or a closely related field.
Experience managing a municipal stormwater utility, MS4 program, or comparably complex drainage operation.
Experience with stormwater asset-management systems, CCTV inspection programs, emergency flood response, regulatory reporting, public-sector budgeting, and construction or maintenance contracts.
Professional Engineer licensure in Florida, Certified Floodplain Manager credential, or other relevant professional certification.

Responsibilities

Directs the day-to-day and long-range operations of the Stormwater Division, including preventive and corrective maintenance, inspections, cleaning, mowing, vegetation management, excavation, ditch and canal maintenance, pipe and structure repairs, street sweeping, and maintenance of stormwater treatment and water-quality facilities.
Develops and implements risk-based inspection and preventive-maintenance programs for stormwater pipes, inlets, manholes, outfalls, culverts, ditches, canals, ponds, baffle boxes, control structures, pump systems, and other drainage assets.
Establishes service levels, priorities, schedules, production goals, and performance measures; evaluates work-order, asset-condition, inspection, complaint, flooding, and maintenance data to direct resources toward the highest operational risks and community needs.
Leads the City’s operational response to flooding, tropical weather, severe rainfall, infrastructure failures, illicit discharges, and other stormwater emergencies; coordinates preparedness, field response, damage assessment, recovery, and after-action improvements.
Ensures compliance with applicable federal, state, and local stormwater requirements, including the City’s Municipal Separate Storm Sewer System (MS4) permit obligations, inspection and documentation requirements, pollution-prevention practices, and required reports and records.
Coordinates with engineering staff and consultants on condition assessments, master planning, rehabilitation, capital improvements, development-related drainage concerns, construction impacts, and the transition of completed assets into City operation and maintenance.
Reviews plans, specifications, technical reports, maintenance-of-traffic needs, and proposed operational changes for maintainability, accessibility, safety, lifecycle cost, and consistency with City standards and field conditions.
Prepares and administers the division’s operating and capital budgets; develops cost estimates, forecasts staffing and equipment needs, monitors expenditures, and supports rate, assessment, grant, and funding analyses.
Develops scopes of work, technical specifications, bid documents, and contract requirements; participates in consultant and contractor selection and administers contracts for inspections, cleaning, repairs, construction, equipment, and specialized stormwater services.
Directs, selects, trains, coaches, and evaluates assigned personnel; ensures adequate coverage, succession planning, consistent work practices, and compliance with City personnel policies and collective bargaining agreements.
Establishes and enforces safe work practices for confined spaces, excavation and trenching, traffic control, heavy equipment, work near water, hazardous conditions, and emergency operations; investigates incidents and implements corrective action.
Responds to complex resident, business, elected-official, and interagency concerns; conducts or directs field investigations, explains findings and limitations, recommends corrective actions, and ensures timely follow-up.
Builds effective working relationships with other City divisions, regulatory agencies, neighboring jurisdictions, utilities, consultants, contractors, developers, and community stakeholders.
Prepares and presents reports, recommendations, agenda materials, budget requests, operational updates, and technical information to executive leadership, advisory boards, and City Council as assigned.
Maintains complete and defensible records of inspections, maintenance, asset condition, work performed, regulatory activities, costs, complaints, flooding events, and contractor performance.
Performs other duties of a similar nature and level as assigned.
