About The Position

This position is responsible for conducting complex, independent reviews of Erosion and Sediment Control Plans, Stormwater Management Plans, Construction Record Drawings, and other technical documents associated with a wide range of land-disturbing projects, including data centers, solar farms, and residential subdivisions, to ensure proper implementation of the Virginia Erosion and Stormwater Management Act, Virginia Erosion and Stormwater Management Program (VESMP) regulation, and VPDES Permit for Discharges of Stormwater from Construction Activities (Construction General Permit). The successful candidate will exercise professional judgment on nuanced regulatory interpretations, effectively communicate technical findings to engineers, project teams, and other stakeholders, and serve as a subject matter resource within the program. This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • Knowledge of federal and state stormwater, erosion and sediment control, and water quality control laws and regulations.
  • Knowledge of engineering, urban soil conservation principles, stormwater management, hydrology and hydraulic engineering principles.
  • Demonstrated ability to read construction and engineering plans and interpret and properly apply complex policies, guidelines, regulations, and engineering analyses.
  • Demonstrated ability to work independently and effectively and efficiently manage multiple projects.
  • Demonstrated ability to work well with diverse groups of people.
  • Demonstrated ability to communicate clearly both verbally and in writing.
  • Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets and database management).
  • Current DEQ certification as an ESC and Stormwater Plan Reviewer or must obtain certifications within 12 months of employment in the position.
  • Coursework or experience in engineering, physical science discipline containing hydraulic or soils’ principles, land development, site design, soils, hydrology, surveying, and/or environmental law.
  • This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.

Nice To Haves

  • Experience in working with local governments, design engineers, consultants, or land development industry professionals a plus.

Responsibilities

  • Recommendation or implementation of informal compliance and enforcement actions and makes recommendations for formal enforcement actions.
  • Performs and assist others as necessary in local program reviews.
  • Serves as a lead agency contact for regional VESCP and VESMP authorities.
  • Provides technical/regulatory assistance to local governments, general public, permittees, consultants, agency staff, state and federal agencies.
  • Serves on ad hoc technical, regulatory, and advisory committees.
