About The Position

The Department of Environmental Services (DES) is seeking a Stormwater Management Inspector to perform construction management work. This role involves inspecting construction projects for compliance with Virginia's Municipal Separate Storm Sewer System (MS4) permit and mandated requirements. The goal is to achieve water quality standards, prevent pollution, and detect/eliminate illicit discharge.

Requirements

High School Diploma/Equivalent
Some experience managing or conducting inspections of construction projects, such as highways, bridges, underground utilities, buildings, site utilities, or stormwater management facilities (for Trainee Level).
Three (3) years of experience managing or conducting inspections of construction projects, such as highways, bridges, underground utilities, buildings, site utilities, or stormwater management facilities (for Full-Performance Level).
Strong multitasking, organizational, communication, and problem-solving skills to effectively manage multiple projects of varying complexity simultaneously.
Ability to collaborate with developers, builders, contractors, and team members.
Attention to detail to maintain accurate records and ensure compliance with applicable regulations.
Must obtain Virginia Erosion and Sediment Control Inspector and Stormwater Management Inspector Certifications within one (1) year of hire date.
Possession of a valid driver's license or commitment to use alternative methods of transportation.

Nice To Haves

Associate or bachelor’s degree in environmental science/studies, Construction Management or a related field.
Experience inspecting construction projects for state and/or local government bodies, including conducting Stormwater Pollution Prevention Plans (SWPPP) inspections.
Experience in stormwater management.
Experience designing, constructing, or inspecting stormwater facilities.
Experience reading and interpreting construction plans.
Experience communicating or explaining construction-related issues or matters to the public.
Virginia Stormwater Management Inspector Certification.
Virginia Erosion and Sediment Control Inspector Certification.

Responsibilities

Investigating and inspecting land disturbing activities and construction projects for compliance with the Erosion and Stormwater Management Ordinance and the Chesapeake Bay Preservation Ordinance.
Inspecting permits and projects for compliance with County approved plans, standards, and specifications.
Issuing notices of violation or stop-work orders to builders or property owners performing illicit land disturbing activities or generating illicit water discharges.
Meeting with citizens, builders, and property owners to mitigate illicit water discharges and recommend resolutions to reported issues.
Maintaining logs and reports.
Coordinating with County departments and agencies to support inspections, regulatory compliance, and enforcement of ordinances and standards for developer construction, utilities, infrastructure, and public right-of-way activities.
Interacting and communicating with citizens, business owners, contractors, developers, utility companies, and State and County staff.
Responding verbally and in writing to inquiries related to projects assigned or any stormwater runoff and drainage issues reported.
Completing additional responsibilities and tasks to support evolving program needs and County priorities.
