About The Position

Thurston County Public Works is recruiting for a Residential Stormwater Inspector to join our dynamic, energetic, and innovative Water Resources team. The successful candidate will independently manage the Residential Stormwater Inspection Program. This program helps ensure the proper maintenance and operation of privately owned stormwater facilities throughout Thurston County. The most successful candidate will have broad knowledge and experience in stormwater management systems, along with excellent communication, collaboration, and negotiation skills. The inspector will work closely with property owners, property management companies, homeowners’ associations, County departments, regulatory agencies, and members of the public. This position may be required to respond to unanticipated emergency situations, and be subject to an after-hours pager rotation. This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs.

Requirements

Bachelor’s degree in biology, environmental sciences, engineering, planning, or other closely related field.
Four (4) years of experience working in water resources, environmental issues, or other related field or other comparable experiences to successfully perform duties and responsibilities of classification.
Must have the ability to utilize a personal computer with related software to perform the essential functions of the position.
Must have a current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
Will be required to obtain all of the following certifications within the first (1st) year of employment: Pipeline Assessment Condition Program/Manhole Assessment Condition Program (PACP/MACP) certification, Certified Erosion Sediment Control Lead (CESCL) certification, Traffic Control/Flagging certification, Confined Space certification.
It is a requirement that these certifications be maintained.

Nice To Haves

Previous experience with budget management, grant writing, administration is preferred.

Ability to read and understand construction plans and evaluate constructed facility compliance with the design.

Experience using; asset management, GIS, SQL, or other database software.
Knowledge of relevant local, state, and federal regulations.
Knowledge of the materials and methods used in stormwater construction, maintenance, and repair.
Knowledge of illicit discharge detection.

Responsibilities

Identifying and inspecting local private stormwater facilities and sites subject to National Pollution Discharge and Elimination (NPDES) regulations and stormwater best management practices
Contacting stormwater facility owners annually to apprise them of their maintenance and reporting responsibilities, provide an annual report form, and apprise them of the resources available to help them carry out their maintenance responsibilities
Conducting annual inspections and condition assessments of residential stormwater facilities
Maintaining databases and asset management software for residential stormwater facilities, inspections, technical assistance, and workshop attendees
Performing Illicit Discharge Detection and Elimination (IDDE) inspections
Responding to spills
