About The Position

Thurston County Public Works is recruiting for a Commercial Stormwater Inspector to join their Water Resources team. This role involves independently managing the Commercial Stormwater Inspection and Source Control Program to ensure the proper maintenance of privately owned and operated stormwater facilities throughout Thurston County. The position requires extensive experience in stormwater management systems and strong communication, collaboration, and negotiation skills for effective interaction with business owners, county departments, regulatory agencies, and the public. Essential functions include educating the public, responding to inquiries and complaints, identifying and inspecting businesses and sites subject to NPDES regulations and Best Management Practices (BMPs), conducting annual inspections of commercial stormwater facilities and source control, performing SWPPP inspections at county-owned facilities, and responding to spills and illicit discharges. This position may also require after-hours pager rotation and responding to emergency situations, and is considered essential personnel.

Requirements

Bachelor’s degree in biology, environmental sciences, engineering, planning, or other closely related field and four years experience working in water resources, environmental issues, or other related field or other comparable experiences to successfully perform duties and responsibilities of classification.
Ability to utilize a personal computer with related software to perform the essential functions of the position.
Must have a current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
Ability to communicate effectively both orally and in writing with all levels within the organization.
Ability to organize and prioritize work and maximize the utilization of computer resources.
Ability to read and understand construction plans and evaluate constructed facility compliance with the design.
Ability to establish and maintain effective working relationships with a variety of individuals and groups including customers in high stress situations.
Ability to prioritize work, meet deadlines, and manage many projects simultaneously.
Knowledge of relevant local, state, and federal regulations.
Knowledge of the techniques and equipment used in stormwater construction, maintenance, and repair.
Knowledge of pollution prevention principles and source control Best Management Practices for pollution-generating activities.
Knowledge of illicit discharge detection and elimination methods.

Nice To Haves

Previous experience with budget management, grant writing, administration is preferred.
Experience using asset management, GIS, or other database software.
May be required to obtain some or all of the following certifications within the first (1st) year of employment: Pipeline Assessment Condition Program/Manhole Assessment Condition Program (PACP/MACP) certification, Certified Erosion Sediment Control Lead (CESCL) certification, Traffic Control/Flagging certification, and/or Confined Space certification; it is a requirement that these certifications be maintained.

Responsibilities

Exercises skill and judgment in dealing tactfully with the public and community groups while educating and maintaining excellent public relations.
Responds to customers’ questions and complaints, requests for assistance, contracted work and drainage concerns.
Identifies and inspects local businesses, industries, multi-family properties, and sites with pollution-generating activities subject to NPDES regulations and stormwater Best Management Practices.
Contacts commercial stormwater facility owners annually to apprise them of their maintenance and reporting responsibilities, provide an annual report form, and inform them of available resources.
Conducts annual inspections of commercial stormwater facilities and performs source control inspections.
Conducts annual Stormwater Pollution Prevention Plan (SWPPP) inspections at county-owned facilities and coordinates corrective actions with various county departments and divisions.
Responds to spills and performs Illicit Discharge Detection and Elimination (IDDE) inspections.
May be required to respond to unanticipated emergency situations, and subject to an after-hours pager rotation.
