The City of Burlington, designated as a National Pollutant Discharge Elimination System (NPDES) Phase II community, received an Individual Stormwater Permit on July 1, 2007, from the NC DEQ - DWR. The City, like other similarly-sized U.S. cities, is required to implement a comprehensive Stormwater Management Plan, which includes public education, public involvement, illicit discharge detection and elimination, construction site runoff controls, post-construction site runoff controls, and good housekeeping/pollution prevention measures for municipal facilities. An employee in this role performs professional civil engineering, technical, and administrative work to support the City’s Water Resources Stormwater Division. Ensures infrastructure projects meet hydrology standards and comply with state and federal National Pollutant Discharge Elimination System (NPDES) Phase II Stormwater Permit requirements. The employee coordinates and participates directly in the City’s daily stormwater operations, engineering reviews, and regulatory reporting. The role requires independent engineering judgement, self-initiative, and tactical problem-solving while responding to resident stormwater concerns. Work is performed under the general supervision of the Assistant Water Resources Director – Field Operations.
