Job Summary We have need for a highly experienced Water Engineer/Technical Advisor to support the City of Richmond's Water Resources Office in providing senior-level technical guidance for stormwater permitting, site plan review, regulatory compliance, and engineering support. This person will serve as a subject matter expert, assisting City staff in the review of complex development projects, interpretation of regulatory requirements, and implementation of innovative and sustainable stormwater management solutions.

Requirements

Professional Engineer (PE) license required (Virginia registration strongly preferred).
5-10 years of stormwater design experience

Responsibilities

Extensive experience in stormwater management, hydraulic and hydrologic (H&H) analysis, and municipal drainage systems.
Design and review of stormwater conveyance, detention, water quality treatment facilities, Green Infrastructure (GI), and Low Impact Development (LID).
Knowledge of watershed management, climate resiliency, and sustainable water resources planning.
Thorough knowledge of Virginia Stormwater Management and Erosion & Sediment Control Regulations and their Stormwater Management Handbook.
Experience with the City of Richmond Stormwater Management requirements and Design Manual.
Working knowledge of Chesapeake Bay Preservation Act requirements, including Resource Protection Areas (RPA) and Resource Management Areas (RMA).
Familiarity with MS4 permit compliance, Combined Sewer System (CSS) considerations, and municipal stormwater compliance programs.
Experience with FEMA floodplain regulations, floodplain modeling, LOMRs, CLOMRs, and No-Rise analyses.
Knowledge of watershed analysis, stream and wetland permitting, restoration practices, and environmental compliance.
Proficiency with industry-standard modeling software, including: EPA SWMM, HEC-RAS, HEC-HMS, HydroCAD, TR-55 Methodology, Bentley OpenFlows StormCAD (optional).
Experience with: AutoCAD Civil 3D, MicroStation, Bentley OpenRoads Designer, Autodesk InfraWorks, Bluebeam Revu, ArcGIS Pro, ArcGIS Desktop, ArcGIS Online, and ESRI Spatial Analyst.
Extensive experience reviewing complex land development and infrastructure projects.
Strong technical writing, communication, and mentoring skills.
Ability to provide technical leadership, regulatory interpretation, and quality assurance for permit and site plan reviews.
