About The Position

Performs a variety of technical duties as needed to assure compliance with city codes, ordinances, regulations and other legal issues related to Blasting, Mining, and SWPPP (Storm Water Pollution Prevention Plan). This role involves receiving and investigating citizen complaints, monitoring various operations for compliance, levying fines, and coordinating with other departments and stakeholders. The position also requires preparing reports, providing testimony, and potentially training clerical staff.

Requirements

  • Graduation from high school plus two (2) years of specialized training (in-service, professional workshops, technical college, or university studies).
  • Four (4) years of responsible experience performing related duties.
  • Experience related to local government ordinance enforcement and investigation, law enforcement civil and/or criminal investigation, or a related field is preferred.
  • Knowledge of liability issues arising from investigative procedures.
  • Knowledge of effective interpersonal communications.
  • Knowledge of city and state codes and ordinances related to public works, property rights, boundaries, subdividing, zoning, and signing.
  • Knowledge of the legal system and securing sanctions for violations.
  • Knowledge of various investigative techniques.
  • Knowledge of report writing and public relations.
  • Skill in diplomacy and cooperative problem-solving.
  • Ability to enforce regulations with firmness, tact, and impartiality.
  • Ability to keep operating records and maintain written reports.
  • Ability to read maps and locate property.
  • Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
  • Ability to comprehend and interpret complex regulations related to zoning and other city ordinances.
  • Must possess a valid Driver's License.
  • Must obtain an RSI (Registered Stormwater Inspector), RSR (Registered Stormwater Reviewer), IDDE (Illicit Discharge Detection and Elimination), and Opacity (Dust Control) Certificate.

Responsibilities

  • Receives and investigates citizen complaints regarding blasting, mining, and SWPPP violations.
  • Monitors blasting operations, including post-blast reports, air quality, and fees; levies fines for non-compliance.
  • Monitors mining activity, including haul tickets, dust control, on-site safety, and code compliance; levies fines.
  • Ensures SWPPP construction compliance, including dirt on roads, unprotected storm drains, and dust monitoring; levies fines.
  • Assists City Neighborhood Improvement Officers with code compliance.
  • Advises property owners, builders, contractors, architects, and developers on concerns and potential violations.
  • Coordinates code enforcement activities with other city departments, particularly the Engineering Department.
  • Reviews codes, ordinances, and regulations, seeking legal interpretations and making recommendations for modifications.
  • Prepares and presents reports to city council, boards, committees, and public interest groups.
  • Provides testimony in court as an expert witness.
  • Provides training and supervision to clerical staff.
